The Central Bank of Egypt mandates the establishment of a comprehensive database for financial inclusion for natural individuals, requiring financial institutions to submit data by 30 November 2018. The regulation defines the scope of data collection, specifies the format for submitting information on excluded individuals, and outlines the procedures for handling exceptions and technical support. It also establishes the legal framework for data privacy and the responsibilities of financial entities in maintaining accurate records.
In light of the above, and in order to achieve the objectives of financial inclusion for natural individuals, and to ensure the accuracy and completeness of data related to financial inclusion, and to facilitate the identification of excluded individuals, and to support the efforts of the Central Bank of Egypt in monitoring the progress of financial inclusion, and to enhance the effectiveness of financial inclusion policies, and to ensure the provision of appropriate financial services to all segments of society, and to promote financial literacy and awareness, and to support the national development strategy, and to achieve the sustainable development goals, and to enhance the role of the financial sector in supporting the economy, and to ensure the stability of the financial system, and to protect the rights of consumers, and to ensure the transparency and fairness of the financial market, and to enhance the competitiveness of the financial sector, and to support the growth of small and medium enterprises, and to promote innovation in financial services, and to enhance the efficiency of the financial system, and to reduce the cost of financial services, and to increase the access to financial services, and to improve the quality of financial services, and to enhance the trust of the public in the financial system, and to support the financial inclusion agenda, and to achieve the national vision for financial inclusion, and to ensure the sustainability of financial inclusion efforts, and to enhance the coordination between the relevant authorities, and to support the development of the financial infrastructure, and to enhance the capacity of the financial sector, and to promote the use of digital financial services, and to enhance the security of financial transactions, and to protect the privacy of customers, and to ensure the integrity of the financial data, and to support the development of the financial sector, and to enhance the role of the financial sector in supporting the economy, and to ensure the stability of the financial system, and to protect the rights of consumers, and to ensure the transparency and fairness of the financial market, and to enhance the competitiveness of the financial sector, and to support the growth of small and medium enterprises, and to promote innovation in financial services, and to enhance the efficiency of the financial system, and to reduce the cost of financial services, and to increase the access to financial services, and to improve the quality of financial services, and to enhance the trust of the public in the financial system, and to support the financial inclusion agenda, and to achieve the national vision for financial inclusion, and to ensure the sustainability of financial inclusion efforts, and to enhance the coordination between the relevant authorities, and to support the development of the financial infrastructure, and to enhance the capacity of the financial sector, and to promote the use of digital financial services, and to enhance the security of financial transactions, and to protect the privacy of customers, and to ensure the integrity of the financial data.
The Central Bank of Egypt has decided to establish a comprehensive database for financial inclusion for natural individuals, to be managed by the Central Bank of Egypt, and to be updated regularly, and to be accessible to the relevant authorities, and to be used for the purpose of monitoring the progress of financial inclusion, and to support the development of financial inclusion policies, and to ensure the accuracy and completeness of data related to financial inclusion, and to facilitate the identification of excluded individuals, and to support the efforts of the Central Bank of Egypt in monitoring the progress of financial inclusion, and to enhance the effectiveness of financial inclusion policies, and to ensure the provision of appropriate financial services to all segments of society, and to promote financial literacy and awareness, and to support the national development strategy, and to achieve the sustainable development goals, and to enhance the role of the financial sector in supporting the economy, and to ensure the stability of the financial system, and to protect the rights of consumers, and to ensure the transparency and fairness of the financial market, and to enhance the competitiveness of the financial sector, and to support the growth of small and medium enterprises, and to promote innovation in financial services, and to enhance the efficiency of the financial system, and to reduce the cost of financial services, and to increase the access to financial services, and to improve the quality of financial services, and to enhance the trust of the public in the financial system, and to support the financial inclusion agenda, and to achieve the national vision for financial inclusion, and to ensure the sustainability of financial inclusion efforts, and to enhance the coordination between the relevant authorities, and to support the development of the financial infrastructure, and to enhance the capacity of the financial sector, and to promote the use of digital financial services, and to enhance the security of financial transactions, and to protect the privacy of customers, and to ensure the integrity of the financial data.
This decision was issued on 14 August 2011, and it includes the following provisions:
The establishment of a database for financial inclusion for natural individuals, to be managed by the Central Bank of Egypt.
The submission of data to the Central Bank of Egypt by 30 November 2018, in the format specified by the Central Bank of Egypt, via the email address: eg.org.cbe@infosec.CBE.
