CBE Regulation Book 11.6 - Companies And Establishments Owned By Women And Managed By Them

The Central Bank of Egypt defines companies and establishments owned or managed by women as those where women hold at least 51% of capital, or at least 20% of capital plus at least one executive director or deputy. Banks must update their databases to reflect this definition for new accounts immediately and for existing accounts within five years or at periodic credit facility renewals. All companies and establishments are subject to this definition regardless of size, and banks must report them to the Egyptian Credit Bureau and the Central Bank's credit registration system.

Chapter Six: Companies and Establishments Owned by Women or Managed by Them

In the context of the Central Bank of Egypt's interest in measuring financial inclusion levels in Egypt, the Central Bank deemed it necessary to build a comprehensive database for this purpose, including the declaration of micro, small, and medium enterprises classified by gender. This requires issuing a unified definition of companies and establishments owned by women or managed by them, taking into account the definition issued by the Central Bank of Egypt for small and medium enterprises pursuant to the Circular Letter dated March 5, 2017. Based on this, the Board of Directors of the Central Bank of Egypt decided at its meeting held on July 25, 2018, the following:

  1. For statistical purposes and to provide comprehensive and accurate data, companies and establishments owned by women or managed by them are defined as follows:

    a. According to Ownership (Capital): One or more women own a percentage of not less than 51% of the company's capital; or

    b. According to Ownership (Capital) and Management: One or more women own a percentage of not less than 20% of the company's capital, and at least one woman holds the position of Executive Director or Deputy.

  2. Banks shall modify their databases to reflect the definition referred to in item (1) as follows:

    a. For Credit Facility Customers: Updates shall be made during the periodic renewal of such facilities.

    b. For Deposit and Other Account Customers: Updates shall be made within a maximum period of five years, in accordance with the Customer Identification Rules for Banks issued by the Anti-Money Laundering Unit on April 14, 2011.

  3. The above applies to all companies and establishments regardless of their size.

Banks must also declare companies and establishments owned by women or managed by them according to the above definition for both the Egyptian Credit Bureau (Score-I) and the Central Bank's credit registration system, in accordance with the applicable rules.
