The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) issued General Licenses 55F and 115D to authorize specific services and transactions related to Sakhalin-2 and existing civil nuclear energy projects. OFAC updated the Specially Designated Nationals and Blocked Persons List by adding Cuba's state-owned oil and gas company Unión Cuba-Petróleo (CUPET) and removing two Russian individuals, Sergey Aleksandrovich Maltsev and Olga Borisovna Raikes. The agency also amended eight Russia-related Frequently Asked Questions and modified the listing for Vend Ore GmbH to remove a link to Olga Borisovna Raikes.
