Central Bank of Lebanon Circular No. 12755: Amendments to Decision No. 6116 and Decision No. 7835 Regarding Financial Facilities and Reserve Requirements

The Central Bank of Lebanon adds a new Article 11 bis to Decision No. 6116, establishing a support mechanism for banks granting specific loans to clients before December 31, 2018. This support applies to a wide range of loan categories, including R&D, green energy, education, SMEs, and various housing loans linked to specific government protocols or targeting expatriates. The document sets maximum aggregate limits for certain loan types, defines eligibility criteria such as loan duration and interest rate caps, and mandates individual or aggregate approval requests from banks. It also amends Decision No. 7835 by suspending reserve requirements for loans approved after December 20, 2017, and repeals the final paragraph of Article 25 bis of that decision.
