Dear Sir/Madam,
Subject: Regarding the imposition and collection of registration fees for CIB online service, service charges for CIB reports prepared through online process, imposition and collection of penalties against banks/financial institutions failing to upload monthly information in the online system on time, and imposition and collection of penalties for breach of confidentiality of information contained in CIB reports.
Your attention is drawn to CIB Circular Letter No. 02/2022, CIB Circular Letter No. 03, and CIB Circular Letter No. 02 dated April 10, 2022, November 14, 2024, and May 05, 2025, respectively, issued by the Credit Information Bureau (CIB) on the above subject.
In item 03 of each of the three (03) circular letters under consideration, instructions were given to the concerned banks/financial institutions to send monthly information to the Bureau by the 5th day of the following month, according to the attached format, to avail exemption from applicable service charges under paragraph 2 of CIB Circular No. 02/2011 dated May 04, 2011, for preparing and downloading CIB reports for loan applicant customers. However, multiple banks/financial institutions are not submitting applications for exemption within the stipulated time. Furthermore, the submission of exemption applications without ensuring accurate calculation of the exemption is creating complexity in calculating CIS online service charges. Additionally, various banks/financial institutions are submitting applications for adjustment of deducted charges several months after the CIB has deducted them. This is hindering the execution of tasks related to service charge collection.
You are hereby given the following instructions for submitting applications to avail exemption from applicable service charges imposed by CIB:
a) To avail exemption from applicable service charges, monthly information must be sent to the Bureau by the 10th day of the following month, according to the attached format. Otherwise, the exemption application will not be considered.
b) If any discrepancy in calculation is observed in the exemption application, a revised application must be submitted within the time provided by CIB.
c) If there is any objection regarding the deducted service charges, an application for adjustment must be sent to the Bureau within 10 (ten) days following the date of the letter sent by CIB. Otherwise, the adjustment application will not be considered.
d) If exemption applications for previous periods (up to June 30, 2026) are not sent to the Bureau within 15 days of the issuance of this circular, they will not be considered.
Other instructions mentioned in paragraph 2 of CIB Circular No. 02/2011 dated May 04, 2011, shall remain unchanged.
This instruction is issued under the power conferred by Article 44(1) of the Bangladesh Bank Order, 1972 (P.O No. 127 of 1972).
This instruction shall be effective immediately.
