CIB Circular Letter No. 03: Registration fee for CIB online services, imposition and realization of service charges for CIB reports generated through CIB online system, penalties imposed on banks and FIs failed to contribute batch monthly contribution in time and for disclosure of credit information contained in CIB reports and exaction of money as penalties for these from banks/FIs concerned

Bangladesh Bank exempts credit information bureau (CIB) charges for micro, small, and medium enterprise (MSME) borrowers receiving loans or investments of 1 million BDT or less. Scheduled banks and finance companies must submit a monthly report of these exempted applicants to the bureau by the 5th of the following month, including documentary proof of MSME status. The directive is issued under Article 44(1) of the Bangladesh Bank Order, 1972, and takes immediate effect.

Dear Sir,

Regarding the registration fee for CIB online services, imposition and realization of service charges for CIB reports generated through the online process, penalties imposed on banks/financial institutions that fail to upload batch monthly contributions on time via the online system, and penalties imposed and realized for breach of confidentiality of credit information contained in CIB reports.

Reference is drawn to your attention to CIB Circular No. 02/2011 dated 04 May, 2011, on the subject above. Paragraph 2 of the said circular contains instructions that service charges will be leviable at the prescribed rate when customer CIB reports are downloaded by banks and financial institutions through the New Contract Enquiry, Existing Contract Enquiry, and Check Inquiry Menus of the CIB online system.

  1. It has been decided to waive off CIB charges for entrepreneurs in the MSME sector, particularly for cottage and micro loans, with the aim of making the application process for MSME entrepreneurs (those receiving loans/investments of 1 million Taka or less) affordable and easy.

  2. Now, in order to avail the exemption benefit from the service charges applicable under Paragraph 2 of CIB Circular No. 02/2011 dated 04 May, 2011, for the preparation and downloading of CIB reports for customers applying for loans in the MSME sector, relevant banks and finance companies are instructed to send the following information to the bureau by the 5th of the subsequent month, along with documentary proof and other documents verifying whether the applicants for whom CIB reports were prepared in the MSME sector are MSME entrepreneurs according to the MSME policy:

  2. This directive is issued under the powers conferred by Article 44(1) of the Bangladesh Bank Order, 1972 (P.O No. 127 of 1972).
  3. This directive shall come into force immediately.
