CIEX No. 01/2026: Repeal of Circulars Related to the Integrated Payment Settlement System and the Fund for Credits for the Productive Sector

The Central Bank of Bolivia repeals eight specific external circulars (SGDB Nos. 035/2015, 008/2016, 021/2016, 030/2016; CIEX Nos. 39/2019, 061/2019, 70/2019, and 33/2022) that are no longer applicable. This repeal aligns current requirements with the Integrated Payment Settlement System (LIP) regulations under RD No. 163/2024 and the Legal Reserve regulations under RD No. 076/2022. The action directly affects authorized participants of the LIP and financial intermediation entities holding loans guaranteed by the Fund for Credits for the Productive Sector (CPRO).

EXTERNAL CIRCULAR La Paz, January 15, 2026 CIEX No. 1/2026 FROM: GENERAL MANAGEMENT FINANCIAL ENTITIES MANAGEMENT TO: PARTICIPANTS IN THE INTEGRATED PAYMENT SETTLEMENT SYSTEM FINANCIAL INTERMEDIATION ENTITIES SUBJECT: REPEAL OF CIRCULARS RELATED TO THE INTEGRATED PAYMENT SETTLEMENT SYSTEM AND THE FUND FOR CREDITS DESTINED TO THE PRODUCTIVE SECTOR

Gentlemen:

The Central Bank of Bolivia (BCB) communicates that, within the framework of Article 27 of the Regulation of the Integrated Payment Settlement System (LIP), approved by Board Resolution (RD) No. 163/2024 of November 27, 2024, entities authorized to be enabled as participants of the LIP must comply with the requirements and enabling procedures established in the Operational and IT Guides of the LIP Modules.

On the other hand, within the framework of Article 42 of the Legal Reserve Regulation, approved by RD No. 076/2022 and its modifications, Financial Intermediation Entities that have requested loans with the guarantee of the Fund for Credits destined to the Productive Sector - CPRO have the obligation to present information on their credits through the submission of a letter with the character of a sworn declaration to the BCB, with a copy to the Authority for the Supervision of the Financial System.

In this sense, the following External Circulars are repealed: SGDB No. 035/2026 of 23.06.2015; SGDB No. 008/2016 of 25.02.2016; SGDB No. 021/2016 of 26.04.2016; SGDB No. 030/2016 of 22.06.2016; CIEX No. 39/2019 of 31.05.2019; CIEX No. 061/2019 of 10.10.2019; CIEX No. 70/2019 of 3.12.2019; and CIEX No. 33/2022 of 15.07.2022.
