CIEX No. 1/2024: Minimum Operational Security Requirements for Electronic Payment Instruments and Channels

The Central Bank of Bolivia updates the Minimum Operational Security Requirements (MORS) for electronic payment instruments and channels, making them effective immediately. This update applies to participants in the Integrated Payment Settlement System and replaces Circulars Externas CIEX No. 26/2022 and CIEX No. 26/2021. The updated requirements are published on the Central Bank's institutional website.

EXTERNAL CIRCULAR La Paz, January 2, 2024 CIEX No. 1/2024 FROM: GENERAL MANAGEMENT MANAGEMENT OF FINANCIAL ENTITIES TO: PARTICIPANTS IN THE INTEGRATED PAYMENT SETTLEMENT SYSTEM SUBJECT: MINIMUM OPERATIONAL SECURITY REQUIREMENTS FOR ELECTRONIC PAYMENT INSTRUMENTS AND CHANNELS

Gentlemen:

In the framework of its regulatory powers over the national payment system and in accordance with Article 29 of the Regulation of Payment Services, Electronic Payment Instruments, Compensation and Settlement (RSPIEPCL), approved by Board Resolution No. 079/2022 of September 6, 2022¹, the Central Bank of Bolivia communicates, for application and compliance, the update of the Minimum Operational Security Requirements for Electronic Payment Instruments and Channels.

The Minimum Operational Security Requirements (MORS) constitute the normative reference framework for the application of standards and best practices in payment systems that operate with electronic payment instruments and channels.

The updated MORS enter into force as of the date of this circular and are published and available on the BCB's institutional website at the following address: https://www.bcb.gob.bo/?q=content/requerimientos-operativos-m%C3%ADnimos-de-seguridad-para-instrumentos-electr%C3%B3nicos-de-pago

Additionally, External Circulars CIEX No. 26/2022 of June 22, 2022, and CIEX No. 26/2021 of August 16, 2021, are hereby repealed.
