CIEX No. 13/2024: Importation of USD on Behalf of Financial Intermediation Entities

Financial Intermediation Entities (EIFs) must submit a written request for USD imports of at least USD 500,000 to the International Operations Management and register the request in the BCB's Foreign Exchange Operations System (SIOC) with the concept "Importation of USD". Simultaneously, EIFs must instruct transfers from their own foreign accounts to the BCB's foreign account, and withdrawals from BCB vaults are permitted starting on the fifth business day after the request is submitted. Service commissions are debited from the EIFs' national currency current and reserve accounts according to the BCB's fee schedule.

EXTERNAL CIRCULAR La Paz, June 3, 2024 CIEX No. 13/2024 FROM: GENERAL MANAGEMENT INTERNATIONAL OPERATIONS MANAGEMENT TREASURY MANAGEMENT TO: FINANCIAL INTERMEDIATION ENTITIES SUBJECT: IMPORTATION OF USD ON BEHALF OF EIFS

Gentlemen:

The Central Bank of Bolivia (BCB) informs Financial Intermediation Entities (EIFs) that, to request the importation of United States dollars (USD) to the Issuing Entity under the framework of Board Resolution No. 059/2024, which modifies the Table of Commissions for Services and the Table of Fines of the Central Bank of Bolivia, they must comply with the following:

  1. Send a request note for the importation of USD (for an amount greater than or equal to USD 500,000.-), addressed to the International Operations Management.
  2. Requests for the importation of USD on behalf of EIFs must be registered in the BCB's Foreign Exchange Operations System (SIOC) under the concept that must indicate "Importation of USD".
  3. Simultaneously with points 1 and 2, EIFs must instruct transfers from their own accounts held abroad to the BCB's account abroad.
  4. Withdrawals of USD from BCB vaults by EIFs will be carried out in accordance with articles 17 and 22 of the Regulation for the Administration of Monetary Material, starting from the fifth business day after the request note is sent to the BCB.
  5. Commissions for the service will be debited from the EIFs' current and reserve accounts in National Currency, in accordance with the BCB's Table of Commissions for Services and Table of Fines.
