CIEX No. 25/2023: Implementation of Digital Certificates from Authorized Certification Entities in the Integrated Payment Settlement System
Financial entities participating in the Hybrid Settlement Module of the Integrated Payment Settlement System (MLH-LIP) must gradually replace self-signed digital certificates with those issued by Authorized Certification Entities (ECA) starting July 3, 2023. Participants are required to acquire certificates from ECAs such as ADSIB or Digicert, configure them in their test environments, and conduct operational authorization tests. Entities must submit technical personnel details, certificates, and test user requests to pruebaslip@bcb.gob.bo, and report any errors or findings to the same address.

Gentlemen:
In the framework of the Digital Signature Regulation for the Payment System1, all participants in the Hybrid Settlement Module of the Integrated Payment Settlement System (MLH-LIP) are notified that the gradual replacement of self-signed digital certificates with digital certificates issued by Authorized Certification Entities (ECA) in the MLH of the LIP will proceed.
To this end, the following procedure must be followed to perform operational authorization tests using digital certificates issued by ECAs in the MLH-LIP test environment starting July 3, 2023:
- Send the data of the technical personnel in charge of the tests (name, position, email address, and contact phone number) to pruebaslip@bcb.gob.bo.
- Acquire a digital certificate from an ECA (Agency for the Development of the Information Society - ADSIB or Digicert).
- Send the digital certificate to the email address: pruebaslip@bcb.gob.bo.
- Each participant must configure in their environments the digital certificate that will be used in the operational authorization tests of the MLH of the LIP.
- Request test users for the LIP WEB application to the email address pruebaslip@bcb.gob.bo.

- Register and authorize operations by validating the correct functioning of the digital certificates.
- Report errors or relevant findings to the email address pruebaslip@bcb.gob.bo.
