CIEX No. 30/2020 - Digital Procedures Web Portal

The Central Bank of Bolivia launches a web portal for the permanent reception of digital procedures, requiring submissions in PDF format with digital signatures issued by authorized national certification entities. Public and private entities, financial system participants, and the general public must authenticate using names, surnames, and email addresses, while procedures requiring authorized signatures must use digital signatures associated with legal entity certificates. Physical submissions via the Unique Correspondence Window and digital submissions via email remain valid, but applicants are prohibited from using multiple channels for the same procedure to avoid duplication.

Ladies and Gentlemen:

In compliance with the provisions established in Articles 12 and 13 of Supreme Decree No. 4218 of April 14, 2020, and the Authorized Signatures Regulation of the BCB approved by R.D. 058/2020 of June 9, 2020¹, the Central Bank of Bolivia announces that starting June 25, 2020, the BCB Digital Procedures Reception Web Portal will be available to public entities, private entities, the financial system, and the general public:

The reception of digital procedures through this Portal is subject to the following provisions:

  1. The procedure request must be sent in PDF format with a Digital Signature issued with a Digital Certificate provided by the Authorized Certification Entities of the country; the applicant must previously authenticate with the following data: Names, Surnames, and Email address.
  2. The portal is enabled permanently. The registration and processing of procedures is subject to the schedules established by the BCB, through External Circulars, both for General Procedures and for Operation Request Procedures.
  3. In accordance with what is established in Article 26 of the Authorized Signatures Regulation approved by R.D. 058/2020 of June 9, 2020, and point 2 of Circulars CIEX No. 8/2020 and CIEX No. 9/2020 of February 28, 2020, procedures that require Authorized Signature must

be carried out with a Digital Signature associated with Digital Certificates of Legal Entities.

The reception of procedures, in physical medium through the Unique Correspondence Window and in digital medium through the official email address: tramites@bcb.gob.bo; remain in effect. In order to avoid duplication of requests, applicant entities or citizens must use only one channel of submission for each procedure.
