CIEX No. 33/2019: Receipt of Operational Request Procedures at the BCB

Public sector entities must submit operational request procedures through the Single Correspondence Window (VUC) starting June 5, 2019, during business hours from 08:30 to 18:30. Requests must bear signatures previously accredited with the Central Bank of Bolivia (BCB), and the BCB reserves the right to reject applications containing errors, alterations, incompleteness, insufficient funds, or non-compliance with established norms. The accreditation of authorized signatures requires the use of specific forms (2860-005 for registration and 2860-006 for deregistration) submitted via the VUC, and simultaneous accreditation in other entities or roles is prohibited. This circular supersedes External Circular SGDB No. 055/2014 and defines daily cutoff times for processing public sector operations, such as foreign currency transfers and account credits.

Ladies and Gentlemen:

The Central Bank of Bolivia (BCB) announces that starting June 5, 2019, public entities carrying out operational request procedures must comply with the following provisions:

  1. Receipt of Operational Request Procedures Operational Request Procedures will be received at the BCB through the Single Correspondence Window (VUC), on all business days from 08:30 to 18:30, in accordance with the Deadline Schedule for Processing Public Sector Operations on the same day¹. Furthermore, the procedures must be directed to the corresponding operational area.

  2. Control of Authorized Signatures in Operational Request Procedures Operational Request Procedures must bear authorized signatures previously accredited with the BCB. Requests whose signatures do not match the records held by the BCB will not be accepted. Additionally, the submission time will be verified. The BCB's operational areas may reject requests when the submitted documentation contains errors, alterations, is incomplete, has insufficient funds, or does not meet the requirements and norms established to carry out the operations.

  3. Accreditation of Authorized Signatures Accreditation requests (Registration or Deregistration, as applicable) will be carried out using the following Forms:

  • Form. 2860-005 Request for Registration of External Authorized Signatures
  • Form. 2860-006 Request for Deregistration of External Authorized Signatures

The Requesting Entities must download the cited forms from the BCB website, complete the information, attach the requirements, and send them to the BCB through the VUC.

The forms and the registration instruction are published in electronic format on the BCB WEB Page at the address: https://www.bcb.gob.bo/firmasautorizadas

Requests for Accreditation of Signatories who are already registered in another entity or in another position within the same entity will not be accepted; therefore, the corresponding deregistration must be previously requested with the BCB.

Attention notes are not required for the Accreditation procedure.

External Circular SGDB No. 055/2014 of December 31, 2014, is hereby repealed.
