CIEX No. 40/2022: Comprehensive Operations Tests in the Deferred Settlement Module of the Integrated Payment Settlement System

The Central Bank of Bolivia instructs Financial Intermediation Entities and Clearing and Settlement Chambers participating in the Deferred Settlement Module to conduct comprehensive operations tests between August 24 and 26, 2022. Financial Intermediation Entities must submit technical contact details and certification account information by August 19, 2022, while Clearing and Settlement Chambers must ensure system availability and coordinate with participants to enable payment order processing during the testing period.

EXTERNAL CIRCULAR La Paz, August 15, 2022 CIEX No. 40/2022 FROM: GENERAL MANAGEMENT FINANCIAL ENTITIES MANAGEMENT TO: PARTICIPANTS IN THE DEFERRED SETTLEMENT MODULE, CLEARING AND SETTLEMENT CHAMBERS SUBJECT: COMPREHENSIVE OPERATIONS TESTS IN THE DEFERRED SETTLEMENT MODULE OF THE INTEGRATED PAYMENT SETTLEMENT SYSTEM

Gentlemen: The Central Bank of Bolivia (BCB), as administrator of the Integrated Payment Settlement System (LIP), in order to improve the services provided to its participants, has carried out technological updates in the Deferred Settlement Module (MLD) of the LIP; regarding this, with the objective of detecting additional adjustment needs in the software development prior to its production launch, comprehensive tests have been scheduled in the certification environment; therefore, Financial Intermediation Entities (EIF) participating in the MLD and Clearing and Settlement Chambers (CCL) are instructed to participate in this activity scheduled between August 24 and 26, 2022.

In this sense, for the coordination and timely communication of the schedule and necessary actions, EIFs must send the following information by August 19, 2022, through the LIP Help Desk (email: pruebasmld@bcb.gob.bo): a) Data of the technical and operational personnel designated for the coordination and execution of the tests (full name, position, direct phone number, and email address). b) Detail of accounts enabled in the certification environment for the processing of payment orders (minimum 3 and maximum 6, beneficiary name, account number, and any other additional information deemed necessary).

For their part, CCLs must have their systems available during the testing period and coordinate with their participants that their certification environments are enabled for the sending and receiving of payment orders from MLD participants.
