CIEX No. 41/2023: Processing of Public Sector Payments via the Deferred Settlement Module

The Central Bank of Bolivia mandates that all financial entities participating in the Integrated Payment Settlement System must process public sector payments made via QR codes using the QR BCB Bolivia method and direct connection to the Deferred Settlement Module (MLD) starting October 12, 2023. Financial intermediation entities are required to implement the necessary system configurations to comply with this interoperability requirement. EXTERNAL CIRCULAR La Paz, October 9, 2023 CIEX No. 41/2023 FROM: GENERAL MANAGEMENT MANAGEMENT OF FINANCIAL ENTITIES MANAGEMENT OF SYSTEMS TO: PARTICIPANTS IN THE INTEGRATED PAYMENT SETTLEMENT SYSTEM SUBJECT: PROCESSING OF PUBLIC SECTOR PAYMENTS THROUGH THE DEFERRED SETTLEMENT MODULE

Gentlemen:

In the framework of Article 51, paragraphs II and III, and having complied with the provisions of the Single Transitional Provision (paragraphs I, II, and IV) of the Regulation on Payment Services, Electronic Payment Instruments, Compensation and Settlement, approved by Board Resolution No. 79/2022 of September 6, 2022, the interoperability for the processing of immediate payments with QR codes is now implemented in production.

In this regard, the Central Bank of Bolivia (BCB) notifies all financial entities participating in the Integrated Payment Settlement System (LIP) that channel public sector payments of any nature through QR codes, that these must be processed using the QR BCB Bolivia method and through the direct connection of the entities with the MLD starting from October 12, 2023.

To this effect, Financial Intermediation Entities must provide for the necessary configurations in their systems.
