Circular 09 of 2020 - Submission of the quarterly returns
Registrants must submit outstanding statutory returns for the first and second quarters of 2020 by 31 August 2020. The required submissions include Form 39 for credit providers, Form 42 for debt counsellors, Form 44 for credit bureaus, and Form 45 for insurers.
In May 2020, the National Credit Regulator (“the NCR”) published Circular 4 of 2020 titled
“EXTENSION OF THE QUARTERLY STATISTICAL RETURNS SUBMISSION (“the Circular”).
In the Circular, NCR noted that some registrants might be unable to submit some of
their statutory returns as provided in the National Credit Act.
After careful consideration of all the factors, including inputs from industry, the NCR has
decided that registrants should submit the following outstanding statutory returns, by
the 31 August 2020:
a. Form 39: credit provider statistical return for 2020 quarter 1 & 2.
b. Form 42: debt counsellor statistical return for 2020 quarter 1 & 2.
c. Form 44: credit bureau synoptic report for 2020 quarter 1 & 2.
d. Form 45: synoptic report by insurers for 2020 quarter 1& 2.
4 The NCR would like to thank all stakeholders for their cooperation and support in these
unprecedented times.
