Circular 14/2023 — Modifications to Circular 9/2023

Bank of Mexico adds section IV.II.3.9.20 and modifies Annexes 15, 20, and 26 of the Cash Operations Circular to authorize the circulation of a commemorative 20-peso coin marking the 200th anniversary of diplomatic relations between Mexico and the United States. Credit institutions must deposit these new dodecagonal coins (key 959, 12.67 g, 700 pieces per bag) separately from existing circular 20-peso coins (key 810, 15.945 g, 500 pieces per bag). The new coin features a bimetallic composition with specific alloy tolerances and security elements, and the modifications entered into force on December 6, 2023.

SUBJECT: Modifications to the Cash Operations Circular regarding the circulation of a $20 coin, commemorative of the Two Hundred Years of Diplomatic Relations between the United Mexican States and the United States of America.

TO CREDIT INSTITUTIONS:

The Bank of Mexico, based on the provisions of Articles 28, paragraphs sixth and seventh, of the Political Constitution of the United Mexican States; Articles 2, 3, fraction I, 4, 24, paragraphs first and second, and 25, of the Bank of Mexico Law; Article 48 of the Credit Institutions Law; Articles 1st, 4th, paragraphs first and fourth, 8th, paragraphs fourth and eighth, 10, paragraph first, 16 Bis, fraction II, and 17, fraction I, of the Internal Regulations of the Bank of Mexico; Article Second, fractions III and X, of the Agreement on the Assignment of Administrative Units of the Bank of Mexico; and the "DECREE establishing the characteristics of a commemorative coin for the Two Hundred Years of Diplomatic Relations between the United Mexican States and the United States of America" (hereinafter, "Decree"), published in the Official Gazette of the Federation on June 16, 2023, has resolved to add numeral IV.II.3.9.20 and modify Annexes 15, 20 6/6, and 26 4/4 of the Cash Operations Circular (Circular).

The modifications to the Circular aim to put into circulation the twenty-peso coin commemorative of the Two Hundred Years of Diplomatic Relations between the United Mexican States and the United States of America, of current strike, which will coexist with the twenty-peso banknotes and metallic coins currently in circulation, which are identified with key 959. In view of the foregoing, credit institutions must make their deposits with the Bank of Mexico, in accordance with what is established in Chapter VI, of Title II, of the aforementioned Circular, separating the new commemorative coins mentioned from those with key 810, which are circular in shape, have a diameter of 32.0 mm (thirty-two millimeters) and a total weight of 15.945 grams, which differ from those of the aforementioned commemorative coin.

Likewise, it is important to reiterate that as of August 8, 2022, the Bank of Mexico may deliver in withdrawals of twenty-peso metallic coins Type "C1" with dodecagonal shape, indistinctly, those with key 941 and whose content per bag is 500 pieces or those with key 959, whose content per bag will be 700 pieces. Therefore, credit institutions may make their deposits with the Bank of Mexico combining commemoratives in bags of 700 pieces. This without combining the dodecagonal coins with those of circular shape.

In accordance with the Decree, as well as with the design determined by this Issuing Institute, the new coin will have the following characteristics:

I. Nominal value: $20.00 (Twenty pesos 00/100 M.N.). II. Shape: Dodecagonal. III. Diameter: 30.0 mm (thirty millimeters). IV. Composition: The coin will be bimetallic and will consist of two alloys, one for its central part and another for its peripheral ring, as follows:

  1. Central part of the coin: Silver-plated alloy, composed as follows: a) Content: 65% (sixty-five percent) copper; 10% (ten percent) nickel, and 25% (twenty-five percent) zinc. b) Tolerance in content: 1.5% (one, five tenths percent) per element, plus or minus. c) Weight: 5.51 g. (five grams, fifty-one centigrams). d) Tolerance in weight per piece: 0.22 g. (twenty-two centigrams), plus or minus.
  2. Peripheral ring of the coin: Aluminum-bronze alloy, integrated as follows: a) Content: 92% (ninety-two percent) copper; 6% (six percent) aluminum, and 2% (two percent) nickel. b) Tolerance in content: 1.5% (one, five tenths percent) per element, plus or minus. c) Weight: 7.16 g. (seven grams, sixteen centigrams). d) Tolerance in weight per piece: 0.29 g. (twenty-nine centigrams), plus or minus.
  3. Total weight: It will be the sum of the weights of the central part of the coin and the peripheral ring thereof, corresponding to 12.67 g. (twelve grams, sixty-seven centigrams), and the tolerance in weight per piece will be 0.51 g. (fifty-one centigrams), plus or minus. V. The dies will be: Obverse: The National Coat of Arms, with the legend "ESTADOS UNIDOS MEXICANOS", forming the upper semicircle.

In the center, two eagles representing the two countries, with the legends "ÁGUILA REAL" and "ÁGUILA CALVA". Above the microtext "AMISTAD, SOBERANÍA Y COOPERACIÓN" and the latent image "200". In the exergue the denomination "$20" and the years "1822" and "2022". To the right, the mint mark of the Mexico City Mint "M°". VI. Edge: Discontinuous reeding. VII. Security elements: Latent image and micro text, on the reverse of the coin, which must be related to its motif.

Finally, the modifications referred to in this communication will enter into force on this same date.
