CIRCULAR 2/2026 TO THE GENERAL WAREHOUSES OF DEPOSIT, CREDIT INSTITUTIONS, INSURANCE INSTITUTIONS, BROKERAGE HOUSES, INVESTMENT FUNDS, SOFOMES AND TO THE NATIONAL FINANCIAL INSTITUTION FOR AGRICULTURAL, RURAL, FORESTRY AND FISHERIES DEVELOPMENT: SUBJECT: MODIFICATIONS TO CIRCULAR 14/2015 (LEI CODE)
The Bank of Mexico, with the purpose of continuing to promote the sound development of the financial system and protect the interests of the public, and taking into consideration the need to give continuity to the efforts carried out by the financial authorities of various jurisdictions, within the framework of the policies and recommendations promoted by our country jointly with the other countries of the Group of Twenty (G-20) and the Financial Stability Board, has decided to strengthen the identification of the entities that participate in the operations of the Mexican financial system in the derivatives market in relation to the code referred to in the "Rules applicable to the Legal Entity Identifier Code (LEI Code)".
For the above reason, based on articles 28, paragraphs seventh and eighth, of the Political Constitution of the United Mexican States, 2, 3, fraction I, 24, 26 and 36 of the Bank of Mexico Law, 46, fraction XXV, of the Credit Institutions Law, 176, first paragraph, of the Securities Market Law, 15, second paragraph, of the Investment Funds Law, 11 Bis 2, fraction XII, and 87-D, fourth paragraph, of the General Law of Organizations and Auxiliary Credit Activities, 133 of the Insurance and Surety Institutions Law, 9, second paragraph, of the Organic Law of National Financiera, 6, second paragraph, of the Organic Law of the Federal Mortgage Society, 9, second paragraph, of the Organic Law of the Bank of Well-being, 9, second paragraph, of the Organic Law of the National Bank of Foreign Trade, 10, second paragraph, of the Organic Law of the National Bank of Public Works and Services, 8, second paragraph, of the Organic Law of the National Bank of the Army, Air Force and Navy, 22 of the Law for Transparency and Ordering of Financial Services, 1, 4, first paragraph, 8, paragraphs fourth and eighth, 10, first paragraph, 12 Bis, in relation to 20 Quáter, fraction IV, 14 Bis, in relation to 17, fraction I, 19 Bis 1, fraction XI, 25 Bis, fraction VII, and 25 Bis 1, fraction IV, of the Internal Regulations of the Bank of Mexico, which grant it the authority to issue provisions through the General Directorate of Payment Systems and Market Infrastructures, General Legal Directorate, Operations Support Directorate, Financial System Information Directorate and Regulation and Supervision Directorate, respectively, as well as Second, fractions I, IV, VI, X and XVII of the Agreement on the Assignment of Administrative Units of the Bank of Mexico, has resolved to modify the definitions of "Financial Entities" and "Operations", as well as the fifth paragraph of Rule 6 and the Single Annex of the "Rules applicable to the Legal Entity Identifier Code (LEI Code)", contained in Circular 14/2015, to remain in the following terms:
RULES APPLICABLE TO THE LEGAL ENTITY IDENTIFIER CODE (LEI CODE)
"1st Definitions. For the purposes of these Rules, the following shall be understood, in singular or plural: ... Financial Entities: credit institutions, insurance institutions, brokerage houses, general warehouses of deposit, investment funds, Sofomes and the National Financial Institution for Agricultural, Rural, Forestry and Fisheries Development. ... Operations: those among those indicated in the provisions cited below that, for their celebration, credit institutions, insurance institutions, brokerage houses, the National Financial Institution for Agricultural, Rural, Forestry and Fisheries Development, investment funds, general warehouses of deposit and Sofomes, respectively, must have an LEI Code, as well as require their Counterparties to provide the respective LEI Codes corresponding to them, in accordance with the terms and conditions, as well as the gradualness and deadlines, that the Bank of Mexico determines through general provisions: Articles 46 of the Credit Institutions Law, 132 and 133 of the Insurance and Surety Institutions Law, 176 of the Securities Market Law, 15 of the Investment Funds Law, 11 Bis 2, fractions XI and XII, and 87-D, fourth paragraph, of the General Law of Organizations and Auxiliary Credit Activities and 19 of the Organic Law of the National Financial Institution for Agricultural, Rural, Forestry and Fisheries Development. ..."

Through this channel, the person(s) signing, [ FULL NAME ], as legal representative(s) of (social denomination of the petitioner) requests the Bank of Mexico to grant [ legal nature of the petitioner (company, association, etc.) ] its recognition as a Local Unit established on national territory capable of issuing LEI Codes that meet the conditions established in Circular 14/2015 and its modifications published subsequently, so that they are considered valid for the purposes of what is provided therein. For these effects, I submit to the consideration of the Bank of Mexico the documentation attached to this document.
To this effect, it is declared that the documentation attached in the name of the represented entity meets the requirements established in the Circular containing the "Rules applicable to the Legal Entity Identifier Code for Legal Persons and Trusts (LEI Code)" and its corresponding Manual.
Likewise, attached to the present is the documentation that establishes that the person(s) signing this application have the authority to perform administrative acts to represent (Social Denomination), which have not been revoked or modified in any way as of the date of presentation of this application.
Finally, the represented entity expressly manifests its agreement to be subject to what is provided in Circular 14/2015 and its modifications, as well as the Manual, in force at the time of signing the present for all legal effects.
