The Bank of Mexico defers the effective date of the reforms introduced by Circular 12/2014 (GAT) to March 1, 2015, granting financial institutions additional time to comply with these provisions. This modification applies to Credit Institutions, Popular Financial Societies, Savings and Loan Cooperatives with operation levels I to IV, and Credit Unions. The change is enacted by altering the sole transitional provision of Circular 12/2014, which previously stipulated that the circular would enter into force the next banking business day following its publication in the Official Journal of the Federation.

TO CREDIT INSTITUTIONS, POPULAR FINANCIAL SOCIETIES, SAVINGS AND LOAN COOPERATIVES WITH OPERATION LEVELS I TO IV, AS WELL AS CREDIT UNIONS:
SUBJECT: EXTENSION OF THE EFFECTIVE DATE OF CIRCULAR 12/2014 (GAT)
The Bank of Mexico, considering the convenience of granting a period that, under the prevailing circumstances at present, allows the financial entities referred to in Circular 35/2010, issued by said Bank, to fully comply with the provisions of said Circular, in terms of the reforms subject of Circular 12/2014, has resolved to defer the entry into force of said reforms.
Therefore, based on articles 28, paragraphs sixth and seventh, of the Political Constitution of the United Mexican States, 24, 26 and 36, paragraph first, of the Bank of Mexico Law, 8, paragraph second, 15 Bis and 22, of the Law for Transparency and Ordering of Financial Services, 4, paragraph first, 8, paragraphs fourth and seventh, 10, paragraph first, 14 Bis, in relation with 17, fraction I, and 14 Bis 1, paragraph first, in relation with 25 Bis 1, fraction IV, and 25 Bis 2, fraction II, of the Internal Regulations of the Bank of Mexico, which grant it the authority to issue provisions through the General Legal Directorate and the General Directorate of Financial System Affairs, respectively, as well as Second, fractions I and X, of the Agreement on the Assignment of Administrative Units of the Bank of Mexico, has resolved to modify the SOLE Transitional Provision of Circular 12/2014, to read as follows:

"SOLE. This Circular shall enter into force on March 1, 2015."
TRANSITIONAL
SOLE: This Circular shall enter into force on the next banking business day following its publication in the Official Journal of the Federation.
