The Bank of Mexico extends the deadline for Operators to notify the Directorate of Operational and Payment Systems of the commission collection scheme they will implement via ATMs. The notification deadline is moved to March 16, 2010. This modification applies to Credit Institutions, Limited Purpose Financial Societies, and Multiple Purpose Financial Societies regulated by the Bank of Mexico.

TO CREDIT INSTITUTIONS, LIMITED PURPOSE FINANCIAL SOCIETIES AND MULTIPLE PURPOSE FINANCIAL SOCIETIES REGULATED
SUBJECT: RESOLUTION MODIFYING THE COMMISSION COLLECTION RULES
The Bank of Mexico, based on articles 28 of the Political Constitution of the United Mexican States, sixth and seventh paragraphs; 24 of the Bank of Mexico Law; 4 and 22 of the Law for Transparency and Ordering of Financial Services; 48 of the Credit Institutions Law; 8th, third and sixth paragraphs, 10, 14 in relation to 25 fraction II; 17 fraction I and 20 fraction IV, which provide for the powers of the Bank of Mexico to issue provisions through the General Directorate of Financial System Analysis, the Directorate of Central Banking Provisions, and the Directorate of Operational and Payment Systems, all of them of the Internal Regulations of the Bank of Mexico, as well as the Single Agreement of the Affiliation of the Administrative Units of the Bank of Mexico, fractions I, III and IV, considering that for the purposes of the provisions in the "General provisions regarding the collection of commissions", it is convenient that Operators have more time to choose between one of the two schemes they must implement for the collection of commissions through automated teller machines, provided for in numeral 2.4 of Circular 17/2009, which was added by Circular 24/2009 published in the Official Gazette of the Federation on October 12, 2009, has resolved to modify, effective December 14, 2009, the second paragraph of the First Transitory Provision of the aforementioned Circular 24/2009, to read as follows:
TRANSITORY PROVISIONS
"FIRST. ...
Operators must notify the Directorate of Operational and Payment Systems of the Bank of Mexico of the scheme they will implement in accordance with numeral 2.4 of these Provisions no later than March 16, 2010."
