The Bank of Mexico postpones the effective date of the reforms introduced by Circular 2/2013 to November 7, 2014, granting credit institutions additional time to comply with the provisions of Circular 3/2012. This modification applies to the single transitional article of Circular 2/2013 and is directed at credit institutions and the National Financial Institution for Agricultural, Rural, Forestry, and Fisheries Development. The current circular enters into force on the next banking business day following its publication in the Official Gazette.

TO CREDIT INSTITUTIONS AND TO THE NATIONAL FINANCIAL INSTITUTION FOR AGRICULTURAL, RURAL, FORESTRY AND FISHERIES DEVELOPMENT, FORMERLY RURAL FINANCIAL INSTITUTION:
SUBJECT: EXTENSION OF THE EFFECTIVE DATE OF CIRCULAR 2/2013
The Bank of Mexico, considering the convenience of granting a period that, under the prevailing circumstances at present, allows credit institutions to fully comply with the provisions of Circular 3/2012, issued by the Bank itself, in terms of the reforms subject of Circular 2/2013, has resolved to defer the effective date of said reforms.
Therefore, based on articles 28, sixth and seventh paragraphs, of the Political Constitution of the United Mexican States; 24 and 26 of the Bank of Mexico Law; 16 and 22 of the Law for Transparency and Ordering of Financial Services; 48 of the Credit Institutions Law; 4, first paragraph, 8, fourth and seventh paragraphs, 10, first paragraph, 14 Bis, in relation to 17, fraction I, 14 Bis 1, in relation to 25 Bis 1, fraction IV, and 25 Bis 2, fraction II, and 15, in relation to 20, fraction XI, of the Internal Regulations of the Bank of Mexico, which grant it the authority to issue provisions through the General Legal Directorate, the General Directorate of Financial System Affairs, and the General Directorate of Payment Systems and Corporate Services, respectively, as well as Second, fractions I, VIII and X, of the Agreement on the Assignment of Administrative Units of the Bank of Mexico; has resolved to modify the single Transitional Article of Circular 2/2013, in the following terms:
“TRANSITIONAL SINGLE. This Circular shall enter into force on November 7, 2014.”
TRANSITIONAL SINGLE: This Circular shall enter into force on the next banking business day following its publication in the Official Gazette of the Federation.
