The Central Bank of Argentina allows financial entities and exchange houses, effective August 10, 2026, to grant local insurers access to the foreign exchange market to pay premiums and auxiliary services for reinsurance related to projects under the RIGI regime. This access is conditional on funds originating from the Single Project Vehicle's local bank account, derived from specific foreign debt settlements or issuances compatible with existing regulations. Insurers must complete prepayment within 72 business hours of the new debt settlement, and entities must register these payments in the BCRA online system with a sworn declaration from the VPU representative if applicable.

TO FINANCIAL ENTITIES, TO EXCHANGE HOUSES: Ref.: Circular CAMEX 1-1064: Foreign Exchange and Changes. Adjustments.
We address you to inform you that this Institution has adopted the following provisions:
1.1. The local insurer's access is carried out with funds transferred to the local bank account of the insurer by the SPV.
1.2. The funds transferred to the local bank account of the local insurer originated in the settlement in the foreign exchange market by the SPV of financial indebtedness with the abroad and/or issuances of debt securities included in point 3.5 of the consolidated text on Foreign Exchange and Changes, provided that the maturity dates and the principal amounts to be paid of the financing are compatible with those provided for in point 13.2 of the aforementioned regulation.
It will also be admitted that the funds originated in indebtedness that fall under the provisions of point 1 of Communication A 8426.
The portion of the indebtedness that is used pursuant to the provisions of this point cannot be counted for the purposes of other specific mechanisms that enable access to the foreign exchange market from the entry and/or settlement of this type of operations.
1.3. The client's access to the foreign exchange market for prepayment takes place within 72 (seventy-two) business hours of the settlement of the new indebtedness by the SPV or of the receipt of funds by the SPV in the case of an operation framed in point 1 of Communication A 8426.
1.4. In the case where the SPV has requested registration in the RIGI anticipating making use of the benefits established in the regime regarding the collection of exports of goods and services, the entity must:

1.4.1. Have a sworn declaration from the legal representative of the SPV, or an attorney-in-fact with sufficient powers to assume this commitment, noting that they are aware that the payment to be made by the insurer will be registered in the name of the SPV in the online system provided for in point 14.4.2 of the consolidated text on Foreign Exchange and Changes.
1.4.2. Register the payment to be made by the insurer in the name of the SPV in the online system implemented by the BCRA and have the corresponding validation regarding compliance with what is provided for in point 14.4.1 of the consolidated text on Foreign Exchange and Changes.
Likewise, we inform you that we will subsequently send you the sheets that, in replacement of those previously provided, will need to be incorporated into the reference norms.
