Circular dated November 12, 2015 regarding an addition to the products included in the circular on tightening control over export proceeds

The Minister of Trade and Industry amends Decision No. 708 of 2015 to permit the export of rice under customs code 1006.30, subject to an export fee of 200 Egyptian pounds per ton. Rice is added to the list of goods attached to Decision No. 235 of 2013, requiring exporters to provide a bank certificate to customs before shipment to prove the execution of export operations through banks operating in Egypt. This decision applies to all rice exporters and is effective from the date of its publication in the Egyptian Gazette.

With reference to the letter from the Governor of the Central Bank of Egypt dated 28 April 2013 regarding the implementation of export operations for exporters of products listed in the decision of the Minister of Industry and Trade No. 235 of 2013 through one of the banks operating in the Arab Republic of Egypt and proving this by submitting a bank certificate to the competent customs authority before shipment, I would like to inform you of the issuance of Decision No. 797 of 2015 dated 31 October 2015 (copy attached) which includes adding rice to the list of goods attached to the Ministerial Decision No. 235 of 2013. Accordingly, the same instructions mentioned above are applied to the export of rice.

The Minister of Trade and Industry, after reviewing Law No. 118 of 1975 concerning Import and Export, And the Executive Regulations of the provisions of Law No. 118 of 1975 concerning Import and Export and the system of procedures for inspection and control of imported and exported goods issued by Ministerial Decision No. 770 of 2000, and its amendments, And the Ministerial Decision No. 235 of 2013 concerning the payment of export proceeds, And the instructions issued by the Governor of the Central Bank dated 28 April 2013 concerning the implementation of Ministerial Decision No. 235 of 2013 mentioned above, And the Ministerial Decision No. 708 of 2015 concerning allowing the export of rice, And the memorandum of the Head of the Commercial Agreements and Foreign Trade Sectors.

Article (First) The text of Article (First) of the aforementioned Ministerial Decision No. 708 of 2015 is replaced with the following text: "The export of rice stamped with customs code (1006.30) is permitted, subject to the imposition of an export fee at the rate of 200 Egyptian pounds per ton."

Rice is added to the list of goods attached to the aforementioned Ministerial Decision No. 235 of 2013.

This Decision shall be published in the Egyptian Gazette, and it shall be enforced from the date of its publication.
