The Central Bank of Egypt establishes a comprehensive database for financial inclusion to identify actual beneficiaries and prevent duplication among natural persons. Banks are required to prepare customer data based on official identification documents, with the national ID card as the primary option. The database becomes available for a trial phase on September 30, 2018, requiring the submission of full customer data by October 21, 2018, followed by monthly updates by the 8th of each subsequent month.

Greetings,
In light of the Central Bank of Egypt's interest in financial inclusion, and in order to include more categories of the community in the banking system, we wish to inform you that a comprehensive database has been established to collect and analyze financial inclusion-related data and information from the banking sector. This aims to reach the actual number of beneficiaries of banking services and avoid duplication among natural persons as a first step.
It is worth noting that the aforementioned database project will be implemented in stages, starting with the collection of basic data regarding Egyptian natural persons who are customers of the banking sector, specifically regarding deposits and electronic banking services. This is based on the official documents listed in the Customer Identification and Verification Rules issued by the Anti-Money Laundering Unit on April 14, 2011, which are (National ID Card, Passport, Military Card for the Armed Forces), with the National ID Card being the bank's first option (if available).
Based on the above, please be kind enough to direct the necessary measures to implement the following:
Prepare customer data for Egyptian natural persons based on the Customer Identification and Verification Rules for official documents.
The Central Bank of Egypt will make the database available starting September 30, 2018, to begin the trial phase for uploading data for your esteemed bank, and the electronic file formats will be sent to you via email at eg.org.cbe@infosec.CBE.
It is required to send the complete data of your esteemed bank's customers via email by no later than October 21, 2018. Updates to customer data must be uploaded through the database browser on a monthly basis during the first week of each month (and no later than the 8th of each month).
The required data for the first stage includes deposit and electronic banking services data (attached), which must match the records and monthly centers of your esteemed bank and similar forms submitted to the Office Supervision Sector.
The aforementioned stage is the first stage of data collection for financial inclusion purposes. In case of any inquiries, please send them to the email: eg.org.cbe@ITsupport-cbe.
