This circular has been replead and replaced by a Circular published on 27 January 2023, though it directs credit institutions to submit resolution reports via the MFSA web portal using specific projects. Current registered users are granted access to four new projects including Critical Functions Report and CIR Templates, while the existing Resolution Planning Templates project is renamed Other Resolution Reporting for ad-hoc reporting such as Minimum Requirements for Own Funds and Eligible Liabilities (MREL). Credit institutions are to select the applicable project for uploads, ensuring a zip-file containing the XBRL file follows the naming convention LEICODE_COUNTRYCODE_TAXONOMYVERSION_FILINGTYPE_REFERENCEDATE, and the system will automatically notify users of validation errors instead of sending email notifications.
Circular Triq l-Imdina, Zone 1 Central Business District, Birkirkara CBD 1010 +356 2144 1155 communications@mfsa.mt www.mfsa.mt Circular for Credit Institutions on Resolution Reporting Submissions *This circular has been replead and replaced by a Circular published on 27 January 2023. Reference is made to the Malta Financial Services Authority’s (“MFSA”) web portal which is currently being used by credit institutions to submit various files to the Resolution Unit. The MFSA constantly strives to improve the services through which License Holders comply with their reporting obligations. Another major change to be introduced consists of a new feature that will allow credit institutions to receive immediate feedback in case of validation error when submitting resolution reports. This means that credit institutions will no longer receive an email notification from MFSA officials in case of validation errors but instead will be automatically notified by the system to make the necessary amendments and resubmit the file accordingly. Current registered users will be granted access to four new projects as per below: • Critical Functions Report • Financial Market Infrastructure Report • Liability Data Template Report • CIR Templates The existing project, “Resolution Planning Templates”, shall be renamed as “Other Resolution Reporting” and shall be used for any periodic or ad-hoc reporting not falling within the scope of the above projects. Most notably, License Holders are expected to select this project when uploading data requested as part of the Additional Liability Data Report (ALR), data on the Minimum Requirements for Own Funds and Eligible Liabilities (MREL) and other sensitive data requested by the Resolution Unit on an ad-hoc basis. Credit institutions are to select the applicable project for the templates being uploaded. A zip-file containing the XBRL file should uploaded as per below naming convention: LEICODE_COUNTRYCODE_TAXONOMYVERSION_FILINGTYPE_REFERENCEDATE 14 October 2020
Circular Triq l-Imdina, Zone 1 Central Business District, Birkirkara CBD 1010 +356 2144 1155 communications@mfsa.mt www.mfsa.mt Both the zip-file and the XBRL file should follow this naming convention, which is applicable to all new projects. Reporting made under the “Other Resolution Reporting” section of the portal will maintain the same naming convention used in previous iterations. All the above guidelines will also feature on the web portal (right-hand side) for ease of reference. Due to extra processes, users may experience some delays when uploading XBRL files. May we note that this circular will only impact resolution reporting submissions requested by the Resolution Unit. Any queries in relation to the above should be directed to the Resolution Unit at resolution.planning@mfsa.mt Thank you for your co-operation.
