Circular for Credit Institutions on Resolution Reporting Submissions

This circular repeals and replaces the MFSA’s 14 October 2020 circular regarding resolution reporting submissions by credit institutions. It introduces a new system feature that provides immediate automated validation error notifications instead of email alerts from officials. Credit institutions must use specific projects within the MFSA web portal for reporting, including Critical Functions, Financial Market Infrastructure, Liability Data Template, and CIR Templates, with all other reports directed to the “Other Resolution Reporting” project. A new file naming convention is mandated for submissions with reference dates on or after 31 December 2022, incorporating the EBA reporting framework 3.2 changes for CIR templates.

Reference is made to the MFSA web portal which is currently being used by credit institutions to submit various files to the Resolution Unit. The MFSA constantly strives to improve the services through which License Holders comply with their reporting obligations. Another major change to be introduced consists of a new feature that will allow credit institutions to receive immediate feedback in case of validation error when submitting resolution reports. This means that credit institutions will no longer receive an email notification from MFSA officials in case of validation errors but instead will be automatically notified by the system to make the necessary amendments and resubmit the file accordingly. Current registered users have been granted access to four projects used for Resolution reporting purposes as per below: • Critical Functions Report • Financial Market Infrastructure Report • Liability Data Template Report • CIR Templates The “Other Resolution Reporting” project will continue to serve for the remittance of any periodic or ad-hoc reporting not falling within the scope of the above projects. Most notably, License Holders are expected to select this project when sharing other sensitive information and data requested by the Resolution Unit on an ad-hoc basis. Reporting made under the four Resolution Reporting projects as well as the “Other Resolution Reporting” project within the portal will maintain the same naming convention 27 January 2023

Credit institutions are to select the applicable project for the templates being uploaded. The following file naming convention should be used for both the XBRL file and ZIP file within submissions of the aforesaid four projects: LEICODE_COUNTRYCODE_TAXONOMYVERSION_FILINGTYPE_REFERENCEDATE As regards the reporting of CIR Templates with reference date on or after 31 December 2022, due to the modular release of the EBA reporting framework 3.2, a change in XBRL filename must be implemented to incorporate the change in the EBA filing rules. The following file naming convention should be used for both the XBRL file and ZIP file within submissions of the CIR Reporting: LEICODE.SCOPE_COUNTRYCODE_TAXONOMYVERSION_FILINGTYPE_REFERENCEDATE All the above guidelines will also feature on the web portal (right-hand side) for ease of reference. Due to extra processes, users may experience some delays when uploading XBRL files. May we note that this circular will only impact resolution reporting submissions requested by the Resolution Unit.
