Circular Letter – Guidance Documents issued by the Ministry of the Attorney General and Legal Affairs

The Central Bank of Trinidad and Tobago notifies regulated entities, including licensees under the Financial Institutions Act and insurance companies, of four guidance documents issued by the Ministry of the Attorney General and Legal Affairs. These documents address risks of terrorist abuse by Non-Profit Organizations, obligations regarding proliferation of weapons of mass destruction, anti-terrorism measures, and name matching for targeted financial sanctions. The Central Bank directs these entities to access the guidance and related NPO risk assessment questionnaires via the Ministry's website.

GUIDANCE DOCUMENTS ISSUED BY THE MINISTRY OF THE ATTORNEY GENERAL AND LEGAL AFFAIRS

The Central Bank of Trinidad and Tobago (“Central Bank”) wishes to bring to your attention the attached guidance documents which are being issued on behalf of the Ministry of the Attorney General and Legal Affairs (“MOAGLA”):

  • Guidance on the risk of abuse for Non-Profit Organizations (“NPOs”) for Terrorist Purposes;
  • Guidance on obligations and rights in respect of Proliferation of Weapons of Mass Destruction;
  • Guidance on obligations and rights in respect of Anti-Terrorism; and
  • Guidance on assessing name matches for targeted financial sanctions.

While the guidance documents seek to raise awareness amongst the public and the NPO sector primarily, they also contain information which may be useful to financial institutions in meeting their obligations in respect of combatting the financing of terrorism and proliferation financing.
