Circular No. 02/2026 Amending Circular No. 02/2024 on Service Pricing for Financing and/or Guarantee Institutions in Burundi
This circular establishes the fee schedule for services rendered by the Bank of the Republic of Burundi in the supervision of financing and/or guarantee institutions. It sets specific charges for approval applications, management body approvals, corporate modifications, and annual supervision fees, which are calculated as 1% of net profit with a minimum of 5,000,000 Burundi Francs. Annual fees must be paid by January 31 each year, accompanied by a payment slip and a declaration of the previous year's net profit. The document repeals all previous contrary provisions and enters into force upon publication on the Central Bank's website and in the Official Gazette of Burundi.

CIRCULAR N° 02/2026 ON THE AMENDMENT OF CIRCULAR N° 02/2024 ON THE PRICING OF SERVICES RENDERED TO FINANCING AND/OR GUARANTEE INSTITUTIONS ISSUED UNDER THE REGULATION ON ENTITIES OPERATING FINANCING AND/OR GUARANTEE OPERATIONS IN BURUNDI
The Governor of the Bank of the Republic of Burundi,
Having regard to Law No. 1/34 of December 02, 2008, on the statutes of the Bank of the Republic of Burundi, specifically Articles 7 (paragraphs 4 and 6) and 8;
Having regard to Law No. 1/17 of August 22, 2017, governing banking activities;
Having regard to Law No. 1/07 of May 11, 2018, on the national payment system;
Having regard to Regulation No. 001/2024 of April 12, 2024, on entities operating financing and/or guarantee operations in Burundi;
Having reviewed Circular No. 02/2024 on the pricing of services rendered to financing and/or guarantee institutions issued under the Regulation on entities operating financing and/or guarantee operations in Burundi;
Enacts:
Article 1: Object and Scope
The purpose of this Circular is to establish the pricing schedule for services rendered by the Bank of the Republic of Burundi, hereinafter referred to as "the Central Bank", in the area of supervision of financing and/or guarantee institutions.

Article 2: Applicable Fees for Services Rendered
The services priced by the Central Bank are subdivided into the following categories:
- Application fees,
- Fees related to the granting of an approval act,
- Annual fee (covering all administrative costs of files processed by the Central Bank, including ongoing monitoring),
- Fees related to the use of the BSA tool.
Said services and corresponding fees are listed in the schedule annexed to this circular.
Article 3: Modalities for Collecting the Annual Fee and Other Charges
All payments covered by this Circular are made by transfer or deposit to the Central Bank's designated account. Payments are made in Burundi Francs (BIF).
A payment slip duly stamped by the financing and/or guarantee institution concerned must be attached to each file subject to fees, as specified below.
Annual supervision fees are paid no later than January 31 of each calendar year and are evidenced by:
- a payment slip;
- a declaration from the institution specifying the net profit of the N-1 financial year, signed by the General Manager and the auditor.
Article 4: Repealing Provisions and Entry into Force
All previous provisions contrary to this circular are repealed.
This circular enters into force on the day of its publication on the Central Bank's website and in the Official Gazette of Burundi.
