The Central Bank of Jordan mandates that licensed banks in the Kingdom must not employ any non-Jordanian staff without obtaining a specialized work permit from the Ministry of Labor. This requirement is issued in coordination with the Ministry of Labor, which has authorized the prohibition based on Article 12 of the Jordanian Labor Law and references previous circulars. The directive applies to all licensed banking institutions operating within the Kingdom.

Circular to Licensed Banks in the Kingdom
Greetings,
Attached is the letter from His Excellency the Minister of Industry, Commerce and Supply and the Minister of Labor, No. (Expatriate Labor/4883/1), dated 2023/3/6, regarding the employment of any non-Jordanian employee.
Please adhere to the content of the aforementioned letter as well as the applicable legislation, including our Circular No. (3435/2/10) dated 2006/4/3.

To His Excellency the Governor of the Central Bank of Jordan
Greetings,
Based on the provisions of Article (12) paragraph (a) of the Jordanian Labor Law, which states: "No non-Jordanian worker shall be employed except with the approval of the Minister or his delegate, provided that the work requires expertise and competence not available among Jordanian workers or the available number of them does not meet the need, and the Minister may issue any instructions he deems necessary to regulate the employment and recruitment of non-Jordanians for the purposes of this Article."
We request your Excellency to instruct the relevant parties to circulate to all banking institutions that no non-Jordanian employee may be employed in the banking sector without obtaining a specialized work permit from the Ministry of Labor.
Please note that the Ministry provides all facilitations for Jordanian banking sector employees to obtain the necessary work permits for specialized skills required in the banking sector.
