The Palestine Monetary Authority requires all banks operating in Palestine to complete and submit a Training Need Assessment (TNA) questionnaire regarding knowledge gaps and capacity building in sustainable finance and climate-related financial risks. Banks must send the completed questionnaire via email to GF-CCR@pma.ps within one week of the circular's date. This assessment aims to identify training needs and develop targeted capacity-building programs tailored to the proportionality and differences among banks.

Subject: Questionnaire for the Knowledge Gap Study and Capacity Building Initiative
In the context of the Knowledge Gap Study and Capacity Building Initiative in the field of sustainable finance and climate-related risks, the importance of which, the activities it entails, and the expected outputs were presented during the third meeting of the Sustainable Finance Working Group, attended by representatives of banks, specialized lending institutions, and experts from the specialized consulting company, held on 11/12/2025, we attach to you the Knowledge Gap and Capacity Building Assessment Questionnaire (Training Need Assessment TNA).
This questionnaire aims to identify knowledge gaps and determine existing training needs, taking into account the principle of proportionality and differences between banks, thereby enabling the preparation of targeted and appropriate capacity-building programs that contribute to enhancing institutional readiness in the field of sustainable finance and climate-related financial risks.
