Circular No. 14/2026 Regarding the Handling of Debts of UNRWA Employees

The Palestine Monetary Authority directs all banks operating in Palestine to contact UNRWA employees with existing facilities to restructure or reschedule their debts in alignment with reduced salaries effective February 1, 2026. Banks are required to negotiate new terms, allow borrowers to choose the most appropriate option based on financial impact, and promptly report these actions to the Authority. This directive applies specifically to employees of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) whose income has been affected by operational changes.

Subject: Handling the debts of employees of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA)

In light of the decline in funding levels and support provided to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and the subsequent financial developments, which included the implementation of reduced working hours and salaries effective from (2026/02/01). Banks are requested to communicate with their clients who are employees of the Agency and have facilities to arrange their debts in a manner consistent with the new income level, including:

  1. Rescheduling repayment installments to align with the adjusted salaries.
  2. Restructuring debts and negotiating new terms and conditions to be agreed upon with them.

While providing the opportunity to choose the appropriate option for each borrower after reviewing the financial impact of each option, and notifying the Palestine Monetary Authority of the actions taken in this regard as soon as possible.
