The Palestine Monetary Authority warns specialized lending institutions in Palestine about fraudsters impersonating employees to contact borrowers via social media and demand immediate repayment of debts to avoid legal action. Institutions are required to disseminate awareness messages to borrowers regarding official communication channels and repayment mechanisms, and to report fraud incidents and related legal actions taken to the Authority.

Circular No. (2 / 2026) To all specialized lending institutions operating in Palestine Date: Wednesday, January 14, 2026

Subject: Criminal Method Used in Fraud

The Palestine Monetary Authority urges specialized lending institutions to exercise caution and vigilance regarding a criminal method that relies on fraudsters impersonating employees of lending institutions and/or their representatives, and contacting borrower customers via communication and social media channels to demand immediate repayment of a number of outstanding debt installments to avoid taking legal measures and executing arrest warrants against the debtor.

Accordingly, the Palestine Monetary Authority confirms the necessity to do the following:

  1. Disseminate awareness messages and posts to borrowers, including informing them of the official communication channels with the institution, the methods and mechanisms for repaying installments, and requesting them to report any messages or demands that may reach them from different numbers and channels.
  2. Take the necessary legal measures to combat electronic fraud crimes in accordance with the prevailing legislation, and inform us of fraud incidents and the measures taken in this regard.
