Circular No. 2/BCD/2016 Fixing Modalities and Deadlines for Periodic Transmission of Balance of Payments and Global External Position Data to the Central Bank of Djibouti

The Central Bank of Djibouti issued Circular No. 2/BCD/2016 to establish the specific procedures and deadlines for reporting Balance of Payments and Global External Position statistics to comply with international obligations. The regulation mandates quarterly submission of Balance of Payments data by the 30th of the following month and annual submission of Global External Position data within three months after the year end. Entities failing to meet these transmission deadlines are subject to a daily fine of 25,000 Djiboutian Francs per day of delay.

CIRCULAR No. 2/BCD/2016 FIXING THE MODALITIES AND DEADLINES FOR THE PERIODIC TRANSMISSION OF DATA ON THE BALANCE OF PAYMENTS AND THE GLOBAL EXTERNAL POSITION TO THE CENTRAL BANK OF DJIBOUTI (BCD)

Pursuant to Article 8 of Law No. 118/AN/11/6th L, relating to its status, the BCD hereby fixes by this circular the modalities and deadlines for the transmission of statistical data on the balance of payments and the global external position collected from public and private administrations and enterprises.

In this context, we wish to recall that the BCD must not only compile and analyze the data received from public and private administrations and enterprises, but must also respect its commitments vis-à-vis international institutions by providing periodic statistical data through the International Monetary Fund (IMF) and COMESA.

Balance of payments statistics are collected on a quarterly basis, and those on the global external position on an annual basis.

The information will be transmitted to the BCD on paper media or in electronic format.

The entities identified and contacted by the BCD must accredit to the department responsible for the balance of payments and the global external position, the persons authorized to transmit the statistical data according to the following schedule:

Entities that do not respect the deadlines for communication of documents, information and details, clarifications and/or justifications required by the BCD under Article 8 of the aforementioned Law, incur a fine of 25,000 Djiboutian Francs per day of delay or infringement, starting from the expiration of the deadlines granted.

This circular enters into force as of the date of signature.
