The Palestine Monetary Authority requires payment service companies to alert their agents to exercise heightened caution and implement appropriate verification procedures when suspecting the forgery of identity cards, including cross-referencing identity data with other official documents. The Authority further mandates that these companies take necessary legal action against forgery crimes and report any detected instances and subsequent measures to the Market Discipline Department.

Circular No. (6 / 2026) To all payment service companies in Palestine Date: Tuesday, 17 February, 2026

Subject: Precautionary Measures

It has been observed recently that some individuals attempted to establish a business relationship and obtain financial services relying on an identity document that included the use of fake identity cards designed with the same specifications as the identity card and printed on paper that does not match the approved standards. Based on the provisions of Decision-Law No. (39) of 2022 concerning the combating of money laundering and the financing of terrorism, the Palestine Monetary Authority appeals to payment service companies to work on the following:

  1. Alerting principal and sub-agents to exercise caution and take appropriate verification procedures in the event of suspicion of forgery and counterfeiting of personal identity cards; including matching identity data with any other official proof document.
  2. Taking the necessary legal measures against forgery and counterfeiting crimes, and reporting to our Market Discipline Department any cases that may be detected in the future and the measures taken regarding them.
