Circular on Non-Jordanian Employees in Licensed Financing Companies

The Central Bank of Jordan requires licensed financing companies to submit annual data on non-Jordanian employees using the attached forms by January 15 of each year. The approval request for any non-Jordanian hire must include identity documents, a CV, job justification, and current staffing numbers. The Circular explicitly mandates that companies must not hire non-Jordanians if qualified local candidates are available.

Circular to Licensed Financing Companies

Greetings,

Based on the provisions of Article (14/d/2) of the Financing Companies Law No. (107) of 2021 regarding the appointment of non-Jordanian employees in companies, we wish to inform you of the following:

  • All companies must provide the Central Bank of Jordan with information regarding their non-Jordanian employees according to the attached form, annually and no later than the 15th of January of each year.

  • The request for approval to appoint any non-Jordanian employee in the company must include:

    1. A copy of the identity document.
    2. The curriculum vitae.
    3. The position to be held and the justification for the appointment.
    4. The total number of employees in the company and the number of non-Jordanian employees as of the date of submitting the request.

We emphasize in this context the necessity of avoiding the appointment of non-Jordanian employees if local competencies and skills are available to fill the positions.
