Circular SBP-DR-CIRCULAR-2026-0076: Update of the SB120 Table for "Change Category" in the Credit Atom Structure (AT03)

The Superintendence of Banks of Panama updates the auxiliary table SB120 "Change Category" within the Credit Atom (AT03) structure to include new codes for tracking loans granted extensions for write-off under Agreement 4-2013. The update defines specific codes for refinanced, restructured, and migrated loans, including unrecoverable variants with authorized write-off extensions, and mandates reporting via the ITBANK system. Financial entities are required to begin submitting this updated data for the month of October 2026 within the first ten business days following the close of the previous month.

Reference: Update of the SB120 Table for "Change Category" of the Credit Atom Structure (AT03)

Dear General Manager:

We refer to the Credit Atom structure AT03 and the parameters and guidelines that will be considered for the submission of the extension request for write-off of operations as referenced in Article 27 of Agreement No. 4-2013, General Resolution No. SBP-RG-0009-2020 of 20 November 2020, and Circular SBP-DR-0249-2020 of 29 July 2020.

In view of the foregoing, we inform you that this Superintendence has deemed it appropriate to update the coding contained in the Auxiliary Table SB120 for "Change Category", used in the Credit Atom structure (AT03), in field 73 designated as "Change Category", with the aim of identifying and conducting follow-up and statistical studies on the evolution of the loan portfolio for which this Superintendence has granted an extension for the write-off of operations as established in Article 27 of Agreement 4-2013. Among the adjustments made are the following:

Description of SB120 fields:

01 = Refinanced Loan

For a refinanced loan (01), field (24) Refinancing Date must be greater than the original start date of the Credit and cannot be blank.

02 = Restructured Loan

For a restructured loan (02), field (25) Restructuring Date must be greater than the original start date of the Credit and cannot be blank.

03 = Modified Loan (code disabled)

04 = Migrated Restructured Loan

For a migrated restructured loan (04), it must be reported within field (25) Date of migration under Agreement 4-2013 and this must be greater than the original start date of the credit and cannot be blank.

We attach to this circular the new structure of the auxiliary table SB120 for "Change Category" with the aforementioned inclusions; as well as, the updated Credit Atom (AT03), in accordance with the changes contemplated in this circular and Circular SBP-DR-0084-2022 of 18 November 2022.

Entities must begin sending the data required in this circular starting from the month of October 2026, within the first ten (10) business days, with information as of the close of the previous month and incorporate this information into the Credit Atom AT03 structure of their entire loan portfolio.

The information requirements for (AT03) will maintain their submission through the ITBANK system with a monthly frequency within ten (10) business days following the close of the month.

05 = Unrecoverable Refinanced Loan with authorized extension for write-off

For an Unrecoverable Refinanced Loan with authorized extension for write-off (05), it must be reported using the combination of field (23) indicating in it the date on which the authorized extension expires and cannot be blank.

06 = Unrecoverable Restructured Loan with authorized extension for write-off

For an Unrecoverable Restructured Loan with authorized extension for write-off (06), it must be reported using the combination of field (23) indicating in it the date on which the authorized extension expires and cannot be blank.

07 = Unrecoverable Migrated Restructured Loan with authorized extension for write-off

For an Unrecoverable Migrated Restructured Loan with authorized extension for write-off (07), it must be reported using the combination of field (23), indicating in it the date on which the authorized extension expires and cannot be blank.

08 = Unrecoverable Loan with authorized extension for write-off

For an Unrecoverable Loan with authorized extension for write-off (08), it must be reported using the combination of field (23) indicating in it the date on which the authorized extension expires and cannot be blank.

Allows "NA" if none of the above apply.
