Circular to Credit Institutions on the 2026 Single Resolution Fund Ex-Ante Contribution Data Reporting Form

Credit institutions must complete and submit the 2026 Data Reporting Form (DRF) to enable the calculation of ex-ante contributions to the Single Resolution Fund. Submissions are due by 9 January 2026 via the MFSA’s LH Portal using exclusively the XBRL format with the updated SRF taxonomy (110001). Institutions must apply the new leverage methodology under Article 429c of the CRR for derivatives adjustments, and restatements for years 2015 to 2022 must be submitted by 17 December 2025. Failure to provide required information allows the SRB to use estimates or assign the highest risk-adjusting multiplier.

Circular communications@mfsa.mt www.mfsa.mt Triq l-Imdina, Zone 1 Central Business District, Birkirkara CBD 1010 +356 2144 1155 2October 2025 Circular to Credit Institutions on the 2026 Single Resolution Fund (“SRF”) Ex-ante Contribution – Data Reporting Form (“DRF”) The Malta Financial Services Authority is issuing another communication in connection with the calculation of ex-ante contributions to the Single Resolution Fund (“SRF”) pursuant to Article 70 of Regulation (EU) No 806/20141 (“SRMR”) and based on the methodology prescribed in the Commission Delegated Regulation (EU) 2015/632 (“CDR”) and Council Implementing Regulation (EU) 2015/813 (“CIR”). The 2026 ex-ante contributions cycle will start with the collection of data from the institutions in scope of Article 2 SRMR. The data reported by credit institutions (“institutions”) shall form the basis of which the SRB will calculate individual ex-ante contributions. In this respect institutions are required to provide the information necessary for the calculation by completing the Data Reporting Form (“DRF”), in compliance with the uniform data formats and representations as established by the SRB and included in the DRF. In addition, the document previously referred to as Additional Guidance (concerning, among others, intragroup deductions, IPS 4 deductions and derivatives adjustment) is now integrated into the 2026 Guidance document that also incorporates the sections formerly present in the DRF. To recall that for the current 2026 cycle, Article 5(3) of CDR requires institutions to report the data based on the new leverage methodology as set in Article 429c of Regulation (EU) 575/2013 (“CRR”) in the context of the so-called derivatives adjustment. Since the SRB revises and updates the DRF each year, institutions are kindly reminded to ensure that they complete and submit the 2026 DRF for the 2026 ex-ante cycle. Credit institutions are reminded that the acceptable reporting format for the DRF is exclusively XBRL. Restatements for the years 2015 to 2022 included will still be accepted in both Excel and XBRL formats and for the year 2023 only in XBRL. Pursuant to Article 17(1) and (2) of the CDR, where the relevant information is not provided, the SRB shall use estimates or its own assumptions to calculate the annual contribution of the institution concerned or even has the power to assign to the institution concerned the highest risk adjusting multiplier. The XBRL file should be produced using the updated SRF taxonomy (110001) in line with SRB's publication of the relevant technical documentation. Institutions are required to submit the DRF Template in a single zip file containing the XBRL file for a particular reference date.
