CNBV Governing Board Determines Systemically Important Local Multiple Banking Institutions

The CNBV Governing Board approved the annual evaluation of systemically important local (SIL) multiple banking institutions based on data as of December 2025. The board designated Banco Inbursa, HSBC México, Scotiabank, Banamex, and Citi México as Grade I SIL institutions; Banco Mercantil del Norte as Grade II; Banco Santander (México) as Grade III; and BBVA México as Grade IV. These classifications impose additional capital conservation supplements of 0.6, 0.9, 1.2, and 1.5 percentage points on Adjusted Risk-Weighted Assets, respectively, in addition to standard capitalization requirements.

Mexico City, May 22, 2026 Communication No. 11 CNBV Governing Board Determines Systemically Important Local Multiple Banking Institutions

Pursuant to the General Provisions Applicable to Credit Institutions in force (Provisions), the National Banking and Securities Commission (CNBV) conducts an annual evaluation of the degree of systemic importance held by multiple banking institutions, in accordance with the methodology established in said Provisions. This evaluation allows for the identification of locally systemically important institutions (SIL); that is, those whose eventual bankruptcy could affect the stability of the Mexican financial system or the country's economy.

According to the Provisions, institutions classified as SIL are obligated to maintain additional capital requirements, with the objective of strengthening their capacity to absorb losses and contribute to the stability of the Mexican financial system:

a. Minimum Capitalization Index of 8.0% with respect to Total Adjusted Risk-Weighted Assets (APSRT). b. Capital Conservation Supplement equivalent to 2.5% of APSRT. c. Supplement to Net Capital of 3.75% of Adjusted Assets minus 3.5% of APSRT or 6.5% of APSRT, whichever is greater. d. Additional Capital Conservation Supplement whose percentage depends on the degree of systemic importance determined in the annual evaluation conducted by the CNBV.

In this regard, the CNBV Governing Board, in the session held on April 28, 2026 and with information from all multiple banking institutions as of the close of December 2025, approved the corresponding annual evaluation. As a result, it determined that the multiple banking institutions considered SIL are the following:
