Codification of Foreign Exchange Operations

The Central Bank of the Congo mandates that banks cease withholding the CCA on the foreign exchange control fee and adds an "Others" code for recording income and capital flows. These amendments, along with the requirement to use the end-of-period exchange rate for national currency tables, become effective on November 1, 2002. Monsieur le Président,

Concerning: Implementation of the New Codification of Foreign Exchange Operations.

Subsidiary to letter D.15/Gouv. no 00590 of May 18, 2002, by which the Central Bank transmitted to you the Texts on the New Codification of Foreign Exchange Operations, I ask you to inform all your members of the following amendments made to these texts:

  1. Banks are no longer required to withhold the CCA on the foreign exchange control fee collected on behalf of the Central Bank, as set out in Administrative Instruction D.15/Gouv/no 00490 of May 2, 2002;

  2. In point 3.2 regarding operation codes on revenue and expense declarations, a mention "Others" is added for the recording of income and capital flows.

  3. Regarding tables 1 and 2 monthly in national currency, the rate to be applied remains the end-of-period rate.

However, please note that the effective date for these new provisions is set for November 1, 2002.

Concerning: The publication of Administrative Instructions and the New Codification of Foreign Exchange Operations.

Mr. President,

In application of articles 56 and 57 of the February 2002 Foreign Exchange Regulation, I am disseminating in attachment to this letter the New Codification of Foreign Exchange Operations. This codification defines the various codes used to correctly intercept foreign exchange operations carried out by authorized banks, the procedure for collecting the foreign exchange control fee and transmitting to the Central Bank of Congo proof of payment of these amounts. The same instruction sets the penalties in case of late payment of the fee amount and/or late transmission of the related statements.

  1. Administrative Instructions relating to the preparation of statistical data on foreign exchange operations and their transmission to the Central Bank of Congo by authorized banks. This instruction determines the procedure to be followed by banks for the preparation and transmission to the Central Bank of Congo of the statistical data; it also sets the deadlines for transmission and the penalties for late submission of statistical tables.

  2. Administrative Instruction relating to the New Codification of Foreign Exchange Operations. This instruction defines the different codes used to correctly intercept foreign exchange operations. This codification consists of identifying, by appropriate codes, the various foreign exchange operations that have taken place between residents and non-residents as well as other operations in foreign currencies or concepts related to them. Thus defined, the codification is a base matrix for entering and intercepting all data used to prepare the country's balance of payments.

The current presentation is a harmonization of the different codes in foreign exchange operations inspired by the 5th IMF Manual on the Balance of Payments.

Messieurs,

Concerning: Administrative Instructions relating to the collection and payment of the foreign exchange control fee.

Referring to the provisions of articles 3, 4 and 5 of the Foreign Exchange Regulation in force in the DRC, relating to the Foreign Exchange Control Fee, I communicate to you below the instructions in this matter, to be observed by the banks.

  1. Collection of the Foreign Exchange Control Fee

Banks are required to calculate, every 15 days, the amount of the fee collected on all foreign exchange operations and to credit the Central Bank of Congo no later than the 1st and 16th of each month, in the RME accounts in USD and EURO opened with the concerned bank.

The payment orders and credit notices to be drawn up for this purpose must indicate the following mention: "Foreign Exchange Control Fee - period from [date] to [date]".

Amounts received in currencies other than USD and EURO must be subject to arbitrage in USD and credited to the RME account in this currency. In this case, in addition to the aforementioned mention, the payment orders and credit notices must specify the currency and amount of collection as well as the exchange rate, which must be the average of the period.

It should be recalled to the attention of the authorized intermediaries concerned that the amount of the fee cannot, per operation, be less than 1 USD.

  1. Transmission of proof of payment of the Foreign Exchange Control Fee

After payment, each authorized bank must transmit the originals and a copy of the credit notice and the statement to the Directorate of Foreign Services, models of which are in the annex.

The aforementioned documents must be transmitted to the Central Bank of Congo according to the following deadlines:

  • no later than two working days after the date of payment for the originals of the credit notices;
  • no later than four working days after the date of payment for the copies of the credit notices, accompanied by the statements of the foreign exchange control fee.

Finally, I remind you of the provisions of Article 5 of the Foreign Exchange Regulation in force which prohibit the refund of the amount already collected as foreign exchange control fee in case of cancellation of the operation.

Each authorized bank that pays the fee or transmits its statements late to the Central Bank of Congo is penalized as follows:

a) Late payment of the fee The penalty per day of delay is 0.5% of the equivalent in national currency of the total amount of the fee.

b) Late transmission of statements The penalty will be calculated based on the file fee rate increased by 10% of this rate for each annex, to be multiplied by the number of days of delay.

The penalty amounts will be recorded in a "Statement of Anomalies" which will be sent to each bank, to be paid according to the deadline set by said statement.

Regarding the CCA to be withheld on the foreign exchange control fee, it will be calculated in national currency and credited directly to the Treasury account no. 13101 opened at the Central Bank of Congo. However, the CCA must not be withheld on operations passed in the accounts of non-residents.

ADMINISTRATIVE INSTRUCTIONS RELATING TO THE PREPARATION OF STATISTICAL DATA ON FOREIGN EXCHANGE OPERATIONS AND THEIR TRANSMISSION TO THE CENTRAL BANK BY AUTHORIZED BANKS

In accordance with the provisions of article 57 of the February 2002 Foreign Exchange Regulation, banks have the obligation to establish and communicate daily and monthly to the Central Bank of Congo / Directorate of Foreign Services, a recapitulative of all payments made in receipts and expenses, referring to the New Codification of Foreign Exchange Operations.

In application of the above, the Central Bank of Congo issues below the provisions relating to the preparation and transmission, by banks, of the required statistical data, in conformity with the documents below:

  1. Table 1 - Foreign Exchange Position:
  2. Table 2 - Recapitulative Statement of Foreign Exchange Operations in Receipts (2A) and in Expenses (2B).
  3. Supporting Documents - Declarations of Expenses in Foreign Currencies (DJE)
  • Declarations of Receipts in Foreign Currencies (DRE);
  1. Declarations for Export and Import of Goods and Services (Models «EB», «IB», «ES», «IS», «RC» ).

PRESENTATION OF FOREIGN EXCHANGE DOCUMENTS

  1. TABLE 1 - FOREIGN EXCHANGE POSITION

1.1. Presentation of Table 1 - "Foreign Exchange Position"

Table 1 or "Foreign Exchange Position", model in annex, describes the respective structures of the stocks of assets and liabilities in foreign currencies of a bank at a given date as well as the proof of these stocks with respect to the flows of foreign exchange operations carried out in the period (day/month) preceding this date.

Table 1 comprises three parts:

  • the "ASSETS" part = registers the on-balance sheet and off-balance sheet accounts in foreign currencies;
  • the "LIABILITIES" part = describes the off-balance sheet accounts in foreign currencies;
  • the "PROOF" part reserved for reconciliation elements between the stocks and the flows of foreign exchange operations of the period preceding the stock inventory date.

However, the "Liabilities" part also includes a zone reserved for the calculation of the "NET" Foreign Exchange Position.

This table is subdivided into columns reserved for:

  • headings,
  • control total,
  • different currencies of a heading.

1.2. Establishment of "Table 1" - "Foreign Exchange Position".

At the end of each day - the last working day of each month, the Headquarters and Branches of authorized banks that maintain a separate foreign exchange position must establish the status of their assets and liabilities in foreign currencies recorded in their books, using a table titled "Table 1" or "Foreign Exchange Position" of authorized banks.

The daily or monthly Table 1 is established in two copies:

  • The first in foreign currencies;
  • The second in national currency (NC).

The Table 1 denominated in national currency (NC) is established on the basis of the one in foreign currencies converted at the rate of the period (day/month) concerned. In case of decimals, the amount is rounded.

The columns by currency of Table 1 in foreign currencies record the amounts resulting from the balances of accounts in various foreign currencies held in the books of the concerned bank.

These columns are filled horizontally from the amounts of each operation heading, respecting the sequential series of currency codes and indicating the sigils of these at the head of each column.

The "control total" column records the total sum of all amounts added vertically and horizontally without regard to the nature of the currency.

The reconciliation of the totals of the Assets and Liabilities allows to determine the "NET" foreign exchange position.

P.C.N = A - L. The result thus obtained must be confirmed by the proof part.

When establishing Table 1, banks will take care to verify the accuracy of the net foreign exchange positions calculated currency by currency based on the elements provided in the "Proof" part. In this regard, banks must note the following:

  • positions at the end of a previous period (day/month) in question in the "PROOF" part must be identical to the "NET" positions recorded on Table 1 at the end of this previous period;
  • the total amounts of the recapitulative statements of foreign exchange operations in receipts and expenses of the period (day/month) concerned must be respectively recorded in the headings:
  • Receipts of the period (day/month);
  • Expenses of the period (day/month);
  • "NEW" foreign exchange positions at a given date must correspond to the "NET" positions calculated on the one hand based on the total of external assets and liabilities and on the other hand based on the elements cited in the "PROOF" part of Table 1.

Any discrepancies would indicate errors in the recording of these foreign exchange operations (in Receipts and/or Expenses) of the period or in the census of external assets and liabilities at the end of the current or previous period.

Before transmitting Table 1 to the Central Bank, banks will take care to verify the concordance of the elements constituting their external assets and liabilities recorded on Table 1 with the corresponding elements recorded in the monthly active and passive statements.

Attached to the daily Table 1 is the average daily exchange rate, while attached to the monthly Table 1 are the following:

  1. Monthly average exchange rate

  2. Monthly Table 1 in national currency at the end-of-period rate.

  3. Monthly average exchange rate.

  4. Active/passive situation.

  5. Statistical table relating to the situation and movements of external resources of authorized banks.

  6. TABLE 2 - RECAPITULATIVE STATEMENT OF FOREIGN EXCHANGE OPERATIONS INCOMING FOREIGN CURRENCIES (2A) AND OUTGOING FOREIGN CURRENCIES (2B)

2.1. Presentation of Table 2.

Table 2 or "Recapitulative Statement of Foreign Exchange Operations in Receipts and Expenses", model in annex, is a recapitulative statement of foreign exchange operations and means of coverage carried out by a bank during a given period (day/month).

It comprises two sections:

  • The 1st section called Table "2A" registers the actual receipts in foreign currencies and the operations posted to the debit of foreign currency accounts opened to residents as well as non-residents;
  • The 2nd section called Table "2B" records the actual expenses in foreign currencies and the operations posted to the credit of foreign currency accounts opened to residents as well as non-residents.

Each section (2A/2B) is subdivided into two parts:

  • the upper part: intended for foreign exchange operations grouped into 9 major headings of the balance of transfers;
  • the lower part: reserved for operations of means of coverage.

The headings of each part contain necessary indications and appropriate codes allowing the correct identification of various types of foreign exchange operations and means of coverage carried out during a given period between residents and non-residents in the Democratic Republic of Congo.

The columns of Table 2 are reserved for:

  • headings,
  • control total;
  • amounts expressed in different foreign currencies in which the operations were carried out.

2.2. Establishment of Table 2.

To take into account the nature of the operations to be entered in the different headings of Table "2A - 2B", banks will use the "operation codes" as labeled in the "New Codification of Foreign Exchange Operations".

Table 2 is filled daily for the operations of the given day and monthly for the sum of daily operations (day/month) concerned. In the event of absence of operations, it bears the mention "NONE" in the amount columns.

Table 2 is established in units of foreign currencies or in units of account quoted by the Central Bank. In case of decimals, the amount is rounded.

The columns of Table 2 reserved for the various foreign currencies are filled horizontally with the amounts of each operation heading, currency by currency, respecting the sequential series of currency codes and indicating the sigils of these at the head of each column.

Attached to the daily Table 2 are the daily exchange rate and the declarations of expenses and receipts in foreign currencies, while attached to the monthly Table 2 is the monthly average exchange rate.

The "control total" column records the total sum of all amounts added vertically and horizontally without regard to the nature of the currency.

The monthly Table 2 must also be established in national currency by converting foreign currencies at the monthly average rate of the concerned commercial bank.

Banks are required to indicate the exchange rates applied for the preparation of Table 2A/2B.

  1. SUPPORTING DOCUMENTS: DECLARATIONS OF RECEIPTS AND EXPENSES IN FOREIGN CURRENCIES.

3.1. Presentation of declarations of receipts and expenses in foreign currencies.

The declaration of receipt or expense in foreign currencies is a document that provides information on the various elements of a foreign exchange and/or means of coverage operation carried out during a given day.

Any payment in foreign currencies in receipt or expense must be justified daily by the establishment of a given type of form called "declaration of expense or receipt". Banks will, as the case may be, establish these declarations to justify external payments and/or means of coverage operations recorded in the recapitulative statements of foreign exchange operations.

Banks are required to attach to the daily Table 2A/2B the originals of the declarations of receipts and expenses in foreign currencies to justify the amounts recorded therein.

They are required to indicate on the upper part of Table 2A/2B the respective number of declarations of expenses and receipts attached.

The declarations of receipts and expenses are subdivided into 2 categories:

  • the first registers foreign exchange operations;
  • and the second registers operations of means of coverage including arbitrages.

  1. GENERALITIES. The codification of foreign exchange operations aims to identify, by appropriate codes, the various foreign exchange operations between residents and non-residents as well as other operations in foreign currencies that affect the balance of transfers, coverage means as well as the foreign exchange positions of banks and other authorized intermediaries. It allows grouping recorded operations by category according to the criteria provided by the 5th IMF Balance of Payments Manual for the presentation first of the balance of transfers and then of the balance of payments. To this end, for statistical and analytical needs, the following codes are retained for use.

STRUCTURES OF THE CODIFICATION OF FOREIGN EXCHANGE OPERATIONS. The structure of each Code is either alphabetic, numeric or alpha-numeric. II.1. Foreign Exchange Position Codes. Foreign exchange position codes are alpha-numeric codes with four positions: the letter position indicates that it is: (A) On-balance sheet assets; (B) Off-balance sheet assets (E) On-balance sheet liabilities; (F) Off-balance sheet liabilities. the first numeric position identifies the heading (account); the second numeric position indicates the sub-heading (sub-accounts); and the third, the detail (operation). j ..I.~

3 II.2. Foreign Exchange Operation Codes. These Codes identify the nature of the operation to which the receipt or expense relates. They are subdivided into codes identifying current operations, capital and financial on the one hand, and coverage means operations on the other hand. II.2.1. Codes Identifying Current, Capital and Financial Operations. These are numeric codes with five (5) positions that identify operations representing payments between residents and non-residents: the first position determines the nature of the operation (receipt or expense). This position is represented by the digit 2 for receipt and 3 for expense , , the second position identifies the major heading in receipt or expense of the transaction balance. The new codification of foreign exchange operations responds to the concern of adapting the compilation of the Balance of Payments to the requirements of the 5th IMF Manual in order to make these statistics consistent and comparable with those of national accounts. II.2.2. Codes Identifying Coverage Means Operations. These codes are alpha-numeric with four (4) positions identifying operations that do not represent payments between residents and non- residents, but rather modifications in the foreign assets and liabilities of the declarants. They are structured as follows: the first letter position identifies the operation as receipt ( R ) and expense ( D ); the second numeric position identifies the major headings of coverage operations both in receipt and expense: R1 - D1 Operations between banks; R2-D2 Operations on the account abroad ; R3- D3 Arbitrages ; R4-D4 Debit/Credit in RME account ; R5-D5 Debit/Credit in NRME account ; R6-D6 Internal operations ; R7-D7 Commercial and invisible arrears ; R8-D8 Forward operations in foreign currencies; the last two numeric positions indicate the subdivisions of the major headings of these operations both in receipt and expense.

5 II,3. Currency Codes. The currency or unit of account used in foreign exchange operations is designated by a sigil or code. The ~ is an English abbreviation of three letters defining the name of the currency (sigil) or unit of account used. Currency codes are numeric codes composed of two digits that indicate the identity of the currency or unit of account used, in the national classification of currencies. liA. Bank Codes. The current structure of bank codes has been maintained. These are numeric codes composed of four positions: - the first two positions indicate the bank, and the last two positions identify the place of operation. II,5. Country Codes. These codes identify the country of the order giver or the beneficiary of the payment. The country of the order giver is that: of the non-resident buyer in the matter of supply of goods ; of the non-resident who orders the service or has the work executed in the matter of service; of the non-resident debtor or fund provider in the matter of income, capital or other operations of a financial nature. The country of the payment beneficiary is that : of the non-resident seller in the matter of supply of goods ; of the non-resident who provides the service or performs the work in the matter of service; of the non-resident creditor in the matter of income, capital or other operations of a financial nature. .:. : 1

6 The country of the order giver or payment beneficiary is designated by a sigil or code. The sigil is an English abbreviation of three letters defining the name of the country. Country codes are numeric codes composed of three digits: the first digit indicates the continent; the last two positions define the country. II.6. Customs Tariff Codes. The customs tariff gives the proper nature of the imported or exported merchandise. It is composed of eight (8) numeric positions of which the first two identify the chapter in which the merchandise concerned has been classified according to the nomenclature established by OFIDA. The next two positions identify the sub-chapter of the merchandise, while the last four positions give the proper nature of the merchandise and thus allow OFIDA to easily find its way during the calculation duties and taxes on the import and export of merchandise. The complete collection is available at OFIDA. n.7. National Identification Codes. This is a registration number assigned to every economic agent (legal or natural person) by the Ministry of Economy, Finance and Budget. It is composed of 7 positions : the 1st position is a letter ; the following 5 positions are digits; the last position is a control letter generated by the Computer System. 7 II.8. Payment Mode Codes. These are numeric codes with two positions indicating the mode of settlement of an external payment operation. 11.9. Declaration Type Codes for Models EB, IB, ES, 15, RC. The codes are alpha-numeric codes with two positions. [ 11.10. Declaration Sub-Type Codes for Models EB, IB, ES, 15, RC. The codes are numeric codes with 2 positions indicating the type of export or import carried out and generally correspond to the ad hoc customs regime. II.11. Declaration Type Codes. These are pre-printed numeric codes with two positions indicating the type of declaration of receipts, expenses or arbitrage in foreign currencies. 11.12. Transport Mode Codes. These are numeric codes of 2 digits indicating the mode of transport used to carry out an export or import. II.13. Statistical Unit Code. These are numeric codes with 2 positions, indicating the unit of measure (or value).

  1. AVOIRS A. ACTIFi

  2. Or monétaire Monetary gold is gold that belongs to monetary authorities or to other institutions under their effective supervision. This gold is held as reserve assets and has no counterpart in liabilities. For reasons of Balance of Payments equilibrium and exchange rate management, monetary authorities may increase their external assets by purchasing commodity gold (monetization) or withdraw monetary gold from their external assets to allocate it for non-monetary purposes (demonetization). This may involve "monetary gold on deposit or receivable." 1.1. Monetary gold on deposit This is existing monetary gold held in the vaults of the Central Bank or abroad with its correspondents. It includes: available gold and pledged gold. 1.1.1. Available monetary gold This is free gold, i.e., unpledged. 1.1.2. Pledged monetary gold This is monetary gold guaranteed or pledged by monetary authorities. To this end, this monetary gold becomes temporarily unavailable but remains the property of the monetary authority. 1.2. Monetary gold receivable Promise of delivery of gold made by private holders to monetary authorities.

  3. International Monetary Fund 2.1. SDR Allocations SDRs are international reserve assets created by the International Monetary Fund to increase the other reserve assets of official holders and which it periodically allocates to its member countries proportionally to their quota share. N.B. SDR allocations are not repayable and do not constitute a liability even if the I.M.F. asks its member countries to replenish them. 2.2. Reserve Position in the I.M.F. This is the (creditor) position that a member country may have in the General Resources Account of the I.M.F. in the "reserve assets" category. It corresponds to the sum of purchases in the "reserve tranche" that a member country can make and the amount of all claims it holds against the I.M.F. (under a lending arrangement) which are repayable without adjustment formalities. Example: confirmation agreements, extended arrangements, systemic transformation facility, as well as Trust Fund loans, etc....

  4. Central Bank 3.1. Available Accounts Demand deposits with Central Banks and Issuing Institutes, mobilizable or not by checks. 3.2. Others 3.2.1. Short-term accounts Deposits placed short-term with Central Banks, presumably foreign. 3.2.2. Medium and long-term accounts Deposits placed at one year or more with Central Banks, presumably foreign.

  5. Foreign Currency Assets Foreign currency assets include the claims of the banking system (Central Bank and authorized banks) on non-residents in the form of: currencies, bank deposits, public bills, bonds and other borrowing instruments, money market instruments, derivative financial products, equity or debt securities etc.... 4.1. Cash Foreign currency cash (quoted by the Banque Centrale du Congo) held in vaults locally by resident banks. 4.2. Correspondents Non-resident banking establishments or similar entities with which the Central Bank and resident commercial banks hold foreign currency assets. 4.2.1. Demand assets Available foreign currency assets. 4.2.2. Call money Foreign currency assets placed day-to-day. 4.2.3. Short-term placements Foreign currency assets placed with a maturity not exceeding 1 year. 4.2.4. Medium and long-term placements Foreign currency assets with a maturity greater than 1 year. 4.2.6. Provision for Covered Documentary Credits Provisions constituted by the Central Bank and commercial banks with their foreign correspondents to cover covered documentary credits. 4.2.6. Others Other assets not listed above lodged with foreign correspondents. 4.3. Other short-term receivables The term of assets included under this heading cannot exceed 30 days. 4.3.1. From Subsidiaries and Agencies Receivables by subsidiaries and agencies within a period not exceeding 30 days. 4.3.2. Collections Values denominated in foreign currencies sent for "collection." Here are covered values belonging to resident banks extracted from the "Bills Portfolio" due to the proximity of their maturity. 4.3.3. Others Other undefined receivables. 4.4. Securities Securities subscribed on the money market and which generally confer the unconditional right to receive a fixed stipulated amount on a specified date. These instruments are usually traded on organized markets at a discount relative to their issue price. These instruments include treasury bills, commercial paper and financial bills, bank acceptances, negotiable certificates of deposit. 4.4.1. Commercial Bills Portfolio Commercial bills denominated in foreign currencies held by banks fall into this category. 4.4.2. Debtors by Acceptance Foreign currency claims of resident banks on persons in whose favor they have accepted bills, provided these are in circulation.

  6. Other Claims Other claims represent a residual category and cover all claims not enumerated in the previous headings. B. Off-Balance Sheet

  7. Liabilities received from financial intermediaries 1.1 Central Bank Rediscount Agreements Ceiling of rediscount granted by the Central Bank to the bank considered after deduction of already rediscounted operations. 1.2. Other Refinancing Agreements Commitments given by other banks to refinance operations of the bank in question within a ceiling. This refinancing can take the form of firm sales representative of credits or guaranteed loans on the money market. Here we indicate the unused balance. 1.3. Guarantees-Avails-Endorsements-Acceptance-Others Commitments granted to the Bank by another financial institution either on commercial bills or otherwise.

  8. Real guarantees received outside the money market Mortgages on real estate or pledges with dispossession on mobilizable assets received as security for a claim.

  9. Spot Exchange Operations Very often, banks do not record the currencies subject to a transaction at the time of the transaction, but only upon actual delivery, or after a fixed delay. During this intermediate period, banks are nevertheless committed and run an exchange risk on the currencies in question. This commitment is recorded in the order account expressing the expected currencies: currencies bought or borrowed and not yet received.

  10. Forward Exchange Operations These are Congolese Franc against currencies operations, where Congolese Francs (C.F.) are to be delivered: currencies receivable against Congolese Franc to be delivered (financial institution/clientele).

II. LIABILITIES A. Liability

  1. I.M.F. Credit Outstanding I.M.F. credits after deduction of repayments on cumulative drawings.

  2. Foreign Currency Commitments Foreign currency commitments include the debts of the banking system towards non-residents in the form of: currencies, bank deposits, public bills, bonds and other loan securities, money market instruments, derivative financial products, equity securities. 2.1. Correspondents Non-resident banking establishments or similar entities towards which the Central Bank and resident commercial banks have foreign currency commitments. 2.1.1. Demand commitments Foreign currency commitments payable on demand towards foreign correspondents. 2.1.2. Call money Day-to-day borrowings in foreign currencies from foreign correspondents. 2.1.3. Short-term commitments This heading includes all foreign currency commitments contracted towards foreign correspondents with a maturity not exceeding one year. 2.1.4. Medium and long-term commitments Foreign currency commitments with a maturity of more than one year. 2.1.5. Uncovered Documentary Credits in Force Documentary Credit newly initiated and not yet due. 2.1.6. Overdue and Unpaid Uncovered Documentary Credit Uncovered Documentary Credit unpaid with an expired term.

2.2. R.M.E. Account Foreign currency deposits of residents in the books of resident banks. These deposits can be on demand or term. 2.3. N.R.M.E. Account Foreign currency deposits of non-residents in the books of resident banks. These deposits can be on demand or term. 2.4. Provision for Covered Documentary Credits Foreign currency commitments of banks towards client importers in coverage of the documentary credit.

2.5. Securities Securities issued on the money market and which generally confer the unconditional right to receive a fixed stipulated amount on a specified date. These instruments are usually traded on organized markets at a discount relative to their issue price. These instruments include treasury bills, commercial paper and financial bills, bank acceptances, negotiable certificates of deposit. 2.6.1. Bank Acceptance Commitment of the resident bank towards the foreign correspondent. This commitment consists of paying the foreign supplier in case its client importer for whom it has accepted the bills fails to execute. 2.5.2. Commercial Bills in Force These are commercial bills not yet due. 2.5.3. Overdue and Unpaid Commercial Bills These are commercial bills overdue and unpaid.

  1. Other Commitments Other commitments represent a residual category and cover all commitments not enumerated in the previous headings. B. Off-Balance Sheet
  2. Commitments in favor or on behalf of financial intermediaries. 1.1. Refinancing Agreements. Refinancing ceiling granted to a bank or other financial institution that can be realized either by firm purchase of bills representative of credits or by guaranteed loans on the money market without deduction of already realized uses. These are available refinancing agreements.

1.3. Guarantees-Avails-Endorsements-Acceptances-Others Guarantees given by the bank on commercial bills or otherwise.

  1. Commitments in favor or on behalf of clientele 2.1. Acceptance or Payment Commitment Acceptances or payment commitments by commercial bills or otherwise. 2.2. Opening of Documentary Credits Transmission to a correspondent, most often foreign, of a client's order regarding a payment to be made against presentation of documents. This order can be confirmed by the bank and subsequently by the correspondent. 2.3. Other Credit Openings Operation which is, most often, a simple transfer. 2.4. Guarantees-Avails and Other Guarantees, in favor of Credit Organizations By these acts, the bank commits to substitute itself vis-à-vis a third party, with its client, if the latter defaults, in favor of a credit organization, Customs or another beneficiary.

  2. Real guarantees conferred outside money markets Mortgages on real estate or pledges with dispossession on mobilizable assets given as security for a debt.

  3. Spot Exchange Operations This commitment is recorded in the order account expressing the currencies to be delivered: currencies sold or lent not yet delivered.

  1. CURRENT TRANSACTIONS ACCOUNT
  2. GOODS 1.1. General Merchandise In this heading are classified movable goods that are the object of a transfer of ownership between residents and non-residents. The following goods also enter into this category:
  • Commodity gold, metal silver, diamond, other stones and precious metals in raw state (unrefined);
  • banknotes and coins that are not in circulation at the time of registration, as well as unissued securities, which must all be evaluated at their price as products and not according to their nominal value;
  • electricity, gas and water;
  • livestock crossing the border;
  • postal parcels;
  • exports and imports of public administrations (other than those carried out between these administrations and their personnel), including goods financed by grants or loans;
  • goods acquired or ceded by a stock regulation body;
  • personal effects of migrants: all household and personal effects of migrants as well as movable equipment actually transferred from the old to the new economy;
  • smuggling detected or not by customs;
  • other shipments not registered in commercial statistics, for example gifts and goods of a value lower than a specified minimum.

1.2. Goods imported or exported for processing This heading covers any activity carried out under contract. Example: oil refining, metal transformation, vehicle assembly, clothing manufacturing etc... It should be emphasized that the transformation operation entails a significant physical modification of the good (work on materials). Also included in this heading are goods to which a certain value is added, for example by packaging or labeling.

1.3. Repairs of goods. This heading covers repair activities involving work performed by residents on movable goods belonging to non-residents (or vice versa), such as ships, aircraft and other transport equipment.

1.4. Purchases of goods in ports by carriers. Purchases of goods in ports, airports and other border posts cover purchases of goods from abroad, such as fuel, supplies, provisions and stores, by resident carriers, and purchases made by non-resident carriers in the economy establishing its balance of payments.

1.6. Non-monetary gold, other stones and precious metals This heading covers exports and imports of gold held as a store of value, as well as other stones and precious metals.

1.6. Military equipment and supplies

  1. SERVICES 2.1. Transport. This heading groups all land, sea, air, river, lake and other transport services (notably by space route, oil pipeline or gas pipeline) provided by residents of one economy to those of another economy. It may concern:
  • passenger transport;
  • rerouting of goods (freight);
  • rental of transport means with crew (time charter) and auxiliaries and annexes related thereto;
  • maintenance and cleaning of transport equipment in ports and airports, terminals, etc. Towing, storage, warehousing, packing and repacking services are recorded among other transport services.

2.2. Travel. This heading essentially covers goods and services provided by an economy to travelers during a stay of less than one year on the territory of this economy. By travelers, one must understand tourists, businessmen, students and patients. For these two last categories, the one-year rule does not apply.

2.3. Communication Services These services comprise two major categories of transactions relating to international communications between residents and non-residents; namely: telecommunications which encompass the transmission of sounds, images and other information by telephone, telex, telegram, cable, radio or television, satellite, electronic mail, fax etc., including network communications, teleconferences and support services;

  1. Services of post and messaging, covering the collection, transport and distribution of mail (letters, newspapers, periodicals, brochures and other printed works) and parcels by national postal administrations and other operators, as well as postal counter services and rental of post office boxes.

2.4. Building and public works services This component covers works executed as part of construction and installation projects by employees of a company outside its economic territory. Railway works repairs, port and airport installations are also included in this category.

2.5. Insurance services This component includes the various forms of insurance provided to non-residents by resident insurance companies (and vice versa). It includes freight insurance, life insurance, damage or accident insurance, medical insurance, civil liability, fire insurance, maritime and air insurance, etc., and reinsurance. Insurance services also include commissions paid by agents linked to insurance transactions.

2.6. Financial intermediation services This category encompasses all financial intermediation services between residents and non-residents, and auxiliary services (excluding those provided by insurance companies and pension funds). This includes:

  • commissions paid to intermediaries as remuneration for services related to

    • for example, letters of credit, bank acceptances, credit lines,
    • leasing and transactions involving foreign currency assets, etc.;
  • commissions and other fees related to securities transactions, brokerage,

    • placement of issues, guarantees, amortization, financial swap agreements,
    • options and other hedging instruments for financial markets;
  • broker commissions on commodity futures markets;

  • services related to asset management, administration and regulation

    • of financial markets, custody of securities, etc.;
  • service commissions on purchases of IMF resources;

  • commissions related to unused balances under IMF-approved confirmation agreements or extended arrangements.

2.7. Computer and information services. This component covers transactions between residents and non-residents regarding services related to computer data processing and information. These include in particular:

  • the development and creation of databases;

  • data processing;

  • the provision of information processing services on a time-sharing basis or for a specific period;

  • full-time management of computer equipment;

  • hardware consulting;

  • software applications, which includes the design, development and

    • programming of systems meeting specific client needs;
  • maintenance and repair of computers and peripheral equipment;

  • services provided by news agencies, notably the communication

    • of information, photographs and in-depth articles to the media;
  • direct (individual) subscriptions to newspapers and periodicals;

2.8. Royalties and license fees Royalties and license fees covering payment and receipt flows between residents and non-residents that are linked to:

  • the legal use of non-produced, non-financial intangible assets and property rights (such as patents, copyrights, trademarks,
    • industrial manufacturing processes, franchising, etc.);
  • the exploitation, under license agreements, of original works or prototypes created, such as manuscripts and films.

2.9. Other business services.

2.9.1. International trade and other services related to commer c By international trade in goods, we mean the acquisition by a resident trader (of the economy compiling its BOP) of a good from a non-resident and its subsequent resale to another non-resident without the good crossing the border of the economy compiling its accounts. This includes all commissions on:

  • transactions of goods and services between non-residents and resident traders,
    • commodity brokers, distributors and commission agents;
  • transactions involving ships, aircraft and sales by
    • auction.

2.9.2. Leasing without operators (rental). This category covers:

  • rentals provided - other than leasing - by residents to non-residents and vice versa, as well as bareboat chartering, without crew, of ships,
    • aircraft and transport equipment such as railway wagons, containers, pontoons;
  • rental of films, magnetic tapes, records, etc.

2.9.3. Various specialized and technical business services

2.9.3.1. Legal, accounting, management consulting and public relations services. This category covers services provided by residents to non-residents (and vice versa) in the following areas:

  • legal advice, representation and documentation;
  • accounting, audit, bookkeeping and services related to taxation;
  • management, planning and organization consulting, for rationalization, cost control
    • and efficiency and from a human resources perspective, notably regarding;
  • employer-employee relations, etc. This also includes public relations, but not advertising.

2.9.3.2 Advertising and market research services. These services, which give rise to transactions between residents and non-residents, include:

  • the design, creation and marketing of advertising campaigns by

    • advertising agencies;
  • the placement of advertisements with media as well as the purchase and sale of advertising space;

  • exhibition services provided by trade fairs; product promotion

    • abroad;
  • market prospecting and opinion polls on various topics.

2.9.3.3. Architecture, engineering and other technical services. This category includes transactions between residents and non-residents regarding:

  • the architectural aspects of development projects, notably
    • urban;
  • planning the construction of works such as dams, bridges or airports,
    • project layout and site supervision, turnkey project delivery, etc.
  • surveying;
  • testing and certification of products;
  • technical inspection services.

2.9.3.4. Agricultural and mining services and processing at the place of import or export. This category covers transactions relating to:

  • services related to crops, for example protection against insects and diseases;
  • forestry services;
  • services associated with extractive industries, for example ore analysis;
  • on-site processing of import or export products (exclusively) that have been imported but are not re-exported (or vice versa), such as nuclear waste.

2.9.3.5. Other services This category groups elements such as:

  • personnel placement, security and investigation services, translation
    • and interpretation, photographic services, building cleaning, etc.
  • payments for supplies acquired locally, payments for public utilities
    • etc.... made by non-resident building and public works companies.

2.10. Personal, cultural and leisure services These services are subdivided into two categories:

2.10.1. Audio-visual and related services. These are primarily services and commissions related to the production:

  • of films or video;
  • of radio and television broadcasts (live or recorded);
  • of musical recordings;
  • of rental fees received or paid;
  • of royalties received by actors, directors, producers, etc....
  • of royalties for distribution rights ceded to media for a limited
    • number of performances in certain regions;
  • of fees paid to actors, producers, etc.... participating in theatrical or musical productions, sports events, circus shows, etc....
  • of royalties for distribution rights (on television, radio, etc...) related
    • to these activities.

2.10.2. Other cultural and recreational services. These include in particular:

  • other personal, cultural and recreational services such as those associated
    • with museums, libraries, archives and other cultural, sports and
    • recreational activities;
  • service fees received or rendered abroad (including correspondence courses)
    • by teachers or doctors.

2.11. Services provided to or received by public administrations not included elsewhere This category encompasses the residual transactions of public administration services, including those of international organizations. Included are:

  • all transactions of embassies, consulates, military units and defense organs with residents of the economy in which they are located and with other economies. These are transactions relating to the provision of goods and services (such as office equipment, electricity, water and gas, official cars and receptions);
  • personal expenses of diplomats and consular staff and persons dependent on them in the economy where they are posted. Also considered in this category:
  • transactions carried out by other official entities established in a foreign economy, such as aid missions, tourism offices, information and promotion offices, etc....;
  • transactions associated with general administrative expenses, etc.... that are not recorded elsewhere, for example, fees charged for the issuance of passports or airport taxes;
  • transactions occasioned by aid services provided by civil organizations that result in no payment and whose counter-entry is recorded under transfers;
  • transactions related to the stationing of foreign armed forces under joint military arrangements and the presence of peacekeeping forces, for example those of the U.N.;
  • goods purchased for their own use during a trip abroad by public administration personnel.
  1. INCOME

3.1. Employee compensation. This category includes wages, salaries and other benefits, in cash or in kind, earned by individuals in an economy other than that of which they are residents, for work performed for the benefit of a resident of that economy (and paid by them). Included in this compensation:

  • contributions paid by employers on behalf of their employees to
    • social security schemes or private insurance companies or pension funds to guarantee social protection for employees;
  • remuneration paid by international organizations to their employees who
    • reside in the economy where the organization is located;
  • remittances from persons engaged in an activity in an economy where
    • they stay for less than a year, to their country of residence.

3.2. Direct investment income. The two categories listed in this section - equity securities and debt securities - cover the income earned by a direct investor, resident in an economy, from direct investment capital owned in an enterprise located in another economy.

3.2.1. Equity income This category is subdivided into two categories:

3.2.1.1. Distributed profits. These can take the form of dividends on ordinary or preferred shares held by the direct investor in affiliated enterprises located abroad (or by the foreign direct investor in a resident enterprise).

3.2.1.2. Reinvested earnings and undistributed profits of branches. This income includes the direct investor's share in:

  • profits of foreign subsidiaries and affiliated enterprises that are not
    • distributed as dividends;
  • profits of branches and other unincorporated enterprises that are not
    • remitted to the direct investor.

3.2.2. Debt securities income These are the interests paid on inter-enterprise loans to the direct investor by affiliated enterprises located abroad (or vice versa). Also to be considered in this category is the income from preferred shares without voting rights.

3.3. Portfolio investment Under this category are grouped the income from transactions between residents and non-residents, derived from the holding of shares, bonds, other debt instruments of various money market instruments or financial products derived from them. They are subdivided into:

  • income from debt securities (interest)
  • income from equity securities (dividends).

3.4. Other investments Under this category are listed the interest received on all other claims (assets) of residents on non-residents and the interest paid on all other liabilities of residents to non-residents.

3.4.1. Interest on assets is that associated with:

  • short-term and long-term loans;
  • deposits and other commercial and financial claims;
  • interest received by the economy considered on:
    • its SDR holdings;
    • its creditor position at the IMF;
    • loans granted to it by the IMF.

3.4.2. Interest on liabilities is that relating to:

  • short-term and long-term borrowings;
  • deposits and other commercial and financial claims;
  • commissions related to the use of IMF facilities in the form of credits and loans. Interest paid to the IMF on its SDR holdings, in the General Resources Account, is also to be included in this category.
  1. CURRENT TRANSFERS

4.1. Transfers of public administrations. This category includes current international cooperation, which comprises current transfers, in cash or in kind, between public administrations on the one hand, and international organizations on the other. This includes in particular:

  • cash or bank transfers between public administrations,
    • intended to finance the current expenses of the beneficiary public administration;
  • donations of food, clothing, other consumer goods, medicines
    • etc., whether they are part of relief provided in case of famine, earthquakes,
    • other natural disasters or war, or whether they fall under other cooperation actions;
  • donations of certain military equipment, namely armaments and support and launch systems which, by convention, are not considered as fixed assets;
  • annual contributions, membership fees, or other contributions regularly paid by member countries to international organizations, as well as the transfers that these latter regularly make, as part of their action, in favor of public administrations;
  • remuneration (and other fees and expenses) of technical assistance personnel posted in the host economy, paid to a public administration by an international organization or by a public administration of another economy.

Other transfers of public administrations encompass the transactions between the public administrations of the economy compiling its balance of payments and non-resident entities that are neither public administrations nor international organizations. In this category are included:

  1. on the credit side:
  • current taxes on income and wealth;
  • other current transfers such as contributions to social security schemes;
  1. on the debit side
  • social benefits;
  • tax refunds;
  • insurance indemnities paid;
  • pensions paid under non-funded pension schemes.

It is also important to note that any fine, penalty or commission imposed in the form of interest in case of delay in the settlement of taxes are recorded as current transfers. Similarly, payments (fees) to be paid to register a means of transport or to obtain a fishing or hunting license are by convention treated as taxes and therefore form part of current transfers.

4.2. Current transfers of other sectors These are:

  • current transfers between sectors other than public administrations and

    • non-residents, i.e., transfers between individuals or between institutions or
    • organizations not under public administrations (or between the former and the latter);
  • current transfers between non-resident institutions under public administrations and individuals or institutions not under public administrations. These transfers are divided into:

  • cash transfers intended to finance the current expenses of beneficiaries;

  • donations of food, clothing, other consumer goods, medicines

    • etc., whether they are part of relief provided in case of famine, earthquakes,
    • other natural disasters or war, or whether they fall under other cooperation actions;
  • workers' remittances. These are current transfers of migrants having an

    • employment in the immigration economy that counts them among its residents;
  • regular contributions (including membership fees) to charitable, religious, scientific or cultural organizations;

  • donations, dowries and inheritances;

  • alimony and other subsistence remittances;

  • lottery tickets sold and prizes distributed;

  • payments under non-funded pension schemes made by

    • organizations not under public administrations.

Also part of other transfers are the entries:

  1. debit for:
  • income tax, wealth tax, etc....
  • social security contributions paid by the private sector of the economy compiling its balance of payments to public administrations of another economy.
  1. credit for:
  • tax refunds;
  • social security benefits;
  • premiums (net of service commissions);
  • insurance indemnities (other than life insurance).

II. CAPITAL ACCOUNT AND FINANCIAL OPERATIONS.

II.1. CAPITAL

1.1. Capital transfers There is a capital transfer in kind when:

  • a fixed asset is transferred;
  • a financial commitment is cancelled by mutual agreement between the debtor and the creditor without the latter receiving any consideration.

1.1.1. Public administrations

1.1.1.1. Debt forgiveness When a creditor belonging to the public administrations of an economy formally agrees by contract with a debtor of another economy to forgive (cancel) in part or in total the obligations of this debtor towards this creditor, the amount of the extinguished debt is to be recorded in this category.

1.1.1.2. Other transfers of public administrations:

  • investment grants made in cash or in kind by public administrations for the benefit of non-resident units or vice-versa, in order to cover in whole or in part the cost of acquisition of fixed assets by these units;
  • transfers by public administrations to non-resident units of transport equipment, tools, other types of equipment;
  • direct provision by public administrations of buildings and various installations, for example military establishments such as airfields, quays, roads, hospitals and other constructions;
  • taxes on the value of assets transferred to non-residents: inheritance taxes and donation taxes which are indemnities paid by administrations to non-residents for major damages caused to equipment or serious injuries that insurance policies do not cover;
  • indemnities for damages caused by oil spills, major explosions, side effects of medicines, etc.

1.1.2. Other sectors

1.1.2.1. Migrant transfers These are the counter-entry entries for the flow of goods and variations in financial assets resulting from the migration (change of residence for a period of at least one year) of individuals from one economy to another.

18.1 1.1.2.2. Debt forgiveness When a creditor not belonging to the public administrations of an economy formally agrees - by contract - with a debtor from another economy to remit (cancel) in part or in total the obligations of this debtor towards this creditor, the amount of the extinguished debt is to be recorded in this item. 1.1.2.3. Other transfers These are donations for investments made in cash or in kind for the benefit of non-resident units or vice versa, with the aim of covering in whole or in part the cost of acquiring fixed assets by these units. 1/ Includes donations for investment in kind when sectors other than that of public administrations transfer to non-resident units transport equipment, tools, other types of equipment, or directly provide them with buildings and various installations. Regarding indemnities paid by entities not belonging to public administrations, the following entries are recorded on the credit side:

  • taxes and inheritance duties;
  • taxes on gifts, levied infrequently and at irregular intervals. It is also in this item that bequests or significant donations are recorded, including bequests to non-resident non-profit organizations and exceptionally large donations made by households or companies to non-resident non-profit organizations (for example, donations made to universities to finance the construction of residences, libraries, laboratories ...)

1.2. Acquisitions and disposals of non-produced non-financial assets This item covers transactions involving:

  • non-produced tangible assets, which are useful or essential for the production of goods and services (for example, land and subsoil resources);

  • non-produced intangible assets (patents, copyrights, trademarks, franchises, etc.);
  • leases or other transferable contracts.

II.2. FINANCIAL OPERATIONS 2.1. Direct investment A direct investment enterprise is an enterprise, with or without legal personality, in which a direct investor who is a resident of another economy holds at least 10% of the ordinary shares or voting rights (in the case of a company incorporated as a corporation) or the equivalent (in the case of an enterprise not having a separate legal personality) and which has decision-making power in management. Specialized entities, which meet the criteria set out above, regardless of their structure (holding company, shell company, regional headquarters) or special purpose (administration, management of exchange rate risk, financing of direct investments, as well as most of their transactions with other members of this group). However, for specialized entities whose sole purpose is to serve as a financial intermediary (banks and other financial auxiliaries such as stockbrokers), only transactions related to permanent debt and equity participations in companies are to be recorded as direct investments. Private residential real estate investments, for example, secondary residences and other residences belonging to non-residents and reserved for their personal use or rented to third parties, are in principle considered as direct investments. The direct investor can be a natural person, a public or private enterprise with or without a separate legal personality, a group of natural persons or enterprises that are associated, a government or official body, an estate, a trust or a similar structure, which owns (according to the criteria cited above) a direct investment enterprise in an economy other than that of which the direct investor is a resident. Members of a group of associates constituted by natural persons or enterprises are deemed, by virtue of their global share of capital being equal to 10% or more, to have management of the enterprise an influence analogous to that of an individual having a participation of the same order of magnitude.

20.1 Direct investment capital consists of:

  • capital provided by the direct investor (either directly or through the intermediary of other enterprises with which it is linked) to the direct investment enterprise;
  • capital received by the investor from this enterprise. For the economy where the investment is made, this capital includes:
  • direct fund contributions by the direct investor;
  • fund contributions by other direct investment enterprises affiliated with the same direct investor. For the economy of the direct investor, this capital includes only funds provided by the resident investor. It does not include funds received from other sources through the intervention of the direct investor or for which the latter guarantees repayment. Direct investment capital transactions that are recorded according to their destination (i.e., abroad for direct investments by residents and from abroad for direct investments by non-residents) are broken down into equity, a category relating to various transactions linked to inter-company debt. 1.1.1. Equity includes:
  • the participation in the capital of branches;
  • all shares of subsidiaries and affiliated enterprises;
  • other capital contributions. 1.1.2. Reinvested earnings correspond to the share attributable to the direct investor (pro rata of its direct participation in capital) on profits that are not distributed as dividends by subsidiaries or affiliated enterprises, as well as branch profits that are not paid to the direct investor.

21.1 1.1.3. Other direct investment transactions, transactions linked to inter-company debt (between enterprises of the same group) cover loans and borrowings of financial resources, including bond issues and trade credits, between direct investors and subsidiaries, branches, and affiliated enterprises of the equity item. For the economy of the direct investor, these are recorded in direct investments abroad, under the sub-item of liabilities towards affiliated enterprises of the equity item. Similarly, reverse investments that are not participations will be recorded, according to their direction, under the item of other transactions, in direct investments either abroad or from abroad into the economy. Inter-company transactions between affiliated banks (deposit-taking institutions) and affiliated financial auxiliaries (such as stockbrokers) that are to be included in direct investment capital transactions are limited to those related to permanent debt, equity participations, or, in the case of branches, the fixed capital of affiliated enterprises. Transactions carried out through specialized entities are included in direct investment capital transactions and in the stocks of assets and liabilities corresponding to them in the global external position.

2.2. Portfolio investment Portfolio investments include, in addition to equity securities and debt securities in the form of bonds and other debt securities, money market instruments, as well as financial derivative products such as options. The main elements of portfolio investments, in both assets and liabilities, are equity securities and debt securities, which are traded (or negotiable) on organized financial markets and on other capital markets. Debt securities are subdivided into bonds and other debt instruments, money market instruments, and financial derivative products, which encompass a whole range of new financial instruments.

22.1 Equity securities are all instruments and documents recognizing in their holder rights to the residual value of the assets of incorporated companies, after settlement of all creditors, in the event of liquidation of the company. This right is usually embodied by shares, units, participation certificates, or other similar documents. Preferred shares or units, which also confer the right to participate in the distribution of the residual assets of an incorporated company in the event of dissolution, as well as investment funds are also included in this definition. Debt securities include:

  • bonds, other debt instruments, etc....
  • instruments issued on the money market or negotiable debt securities;
  • financial derivative products or secondary instruments, such as options, which normally do not reach the stage of actual delivery and are used for multiple purposes: risk hedging, placement, or trading. Bonds and other debt instruments usually provide their holder with monetary income that is either fixed or variable, but determined by contract. Except for perpetual bonds, bonds and other debt instruments also provide their holder with the unconditional right to receive a fixed sum at a specified date or dates for the amortization of the principal. These securities include non-participating preferred shares and units, convertible bonds, and bonds with optional maturity, the latest of which must be more than one year after the date of issue. This category also includes negotiable deposit certificates with a maturity of more than one year; dual-currency bonds, zero-coupon bonds, and other bonds issued well below par; variable rate bonds and indexed bonds; asset-backed securities, such as mortgage bonds and participation certificates.

23.1 Money market instruments generally confer on their holder the unconditional right to receive a specified fixed amount at a specified date. These instruments are usually traded on organized markets with an interest rate and time to maturity. These instruments include treasury bills, commercial paper, and financial bills, bank acceptances, negotiable deposit certificates (with an initial maturity of one year or less than one year), as well as short-term bills issued under issuance facilities, even if the facility provided by banks is generally of longer term. Certain financial instruments confer on their holder the unconditional right to receive an economic benefit in the form of a cash payment, a primary financial instrument, etc., at a future date. These are derivative or secondary instruments, in that they are linked to a particular financial instrument or indicator (currencies, government bonds, stock price indices, interest rates, etc.), or to a given commodity (gold, sugar, coffee, etc.) which can be bought or sold at a future date. Derivative products can also be linked to the future exchange of one asset for another, pursuant to contractual provisions. The instrument which is a contract - can be negotiable and have value on the market. Among derivative instruments are options (on currencies, interest rates, commodities, indices, etc.), financial forward contracts (including forward exchange contracts), warrants, and devices such as currency and interest rate swaps. Equity and debt securities are then allocated by institutional sector of the resident creditor when it comes to assets and by resident debtor when it comes to liabilities.

2.3. Other investments The other investments item is a residual item that encompasses all operations on financial assets and liabilities of an economy that do not appear in the items for direct investment, portfolio investment, or reserve assets.

24.1 Assets and liabilities listed in the category of other investments are first listed by instrument. The second level of classification is the breakdown by sector. The sectors are monetary authorities, public administrations, banks, and other sectors. Other investments have a third level: the breakdown by maturity, long-term and short-term. The breakdown of other investments by instrument distinguishes:

  • trade credits;
  • loans (including the use of IMF credits and its loans);
  • currency and deposits (transferable or not);
  • other assets and liabilities (various receivables and payables). Trade credits cover claims and liabilities created by virtue of credit granted directly by suppliers and buyers for transactions involving goods and services, as well as advances paid for work in progress to be carried out within the framework of these transactions. Trade credits and advances are often short-term by nature, but their short-term and long-term components are distinguished. Loans or borrowings include financial assets created by the action of a creditor (the lender) who lends resources directly to a debtor (the borrower), in exchange for which the lender receives a non-negotiable document or instrument. This definition also applies to loans intended to finance trade credit, other loans and advances (including mortgage credit), the use of IMF credits and its loans, etc. In addition, repurchase agreements are included among loans, even if, from a legal point of view, they may not be considered as such.

25.1 Leasing is classified among loans because it is considered that this type of contract presupposes the transfer of ownership of the goods to which they relate. Leasing is essentially a method by which the lessee finances the purchase of goods. This contract gives rise to a financial claim - an asset for the lessor and a liability for the lessee. Repurchase agreements or sale and repurchase agreements are agreements by which an institutional unit sells securities at a determined price and undertakes to repurchase them or similar securities at a fixed price and at a subsequent specified date (normally very short term, for example the next day or twenty-four hours later), or at a date left to the discretion of the buyer. By its economic nature, a repurchase agreement is comparable to a loan against collateral in that the buyer of the securities provides funds to the seller, and the securities serve as collateral for the duration of the agreement; this loan is remunerated by the agreed repurchase price, when the transaction is reversed. Currency and deposits are added and grouped into a single component. Currency includes banknotes and coins in circulation that are commonly used to make payments. Deposits are subdivided into transferable deposits and other deposits. Transferable deposits are those that can be exchanged at par on demand without restriction or penalty, are freely transferable by check or transfer, and are commonly used in other ways to make payments. They can be denominated in national or foreign currency. Other deposits include all claims attested by proof of deposit. Non-transferable savings deposits, time deposits, shares (proof of deposit) issued by savings and credit companies, credit unions, housing finance companies or mutual societies for construction financing, etc.

26.1 By definition, other assets and liabilities cover all elements other than loans, currency, and deposits. For example, subscriptions to the capital of non-monetary international organizations are listed under this item, as well as various receivables and payables.

2.4. Reserve assets Reserve assets are external assets that are immediately available and under the control of monetary authorities and that allow them to finance payment imbalances directly, to indirectly regulate the magnitude of these imbalances through foreign exchange market interventions - to influence the exchange rate of the national currency - and to meet other needs. The category of reserve assets includes monetary gold, the reserve position in the IMF, foreign exchange assets (in the form of currency, deposits, and securities), and other claims. Other substitute assets (external resources, credits, or various conditional resources, all giving rise to liabilities and assimilable to "second-tier" reserves easily mobilizable by monetary authorities) are added to reserve assets. 27.1 They are not considered as liabilities to the IMF, and member countries of this institution to which SDRs are allocated do not have an effective (unconditional) obligation to repay their SDR allocations. SDRs can be used to buy the currency of other member countries (foreign exchange), settle financial obligations, or grant loans. The SDR holdings of monetary authorities can vary due to:
