Commission Delegated Regulation (EU) 2020/2173 amending Annexes I, II and III to Regulation (EU) 2019/631

The European Commission amends Annexes I, II, and III to Regulation (EU) 2019/631 to update CO2 emission monitoring parameters and clarify regulatory test procedures for new passenger cars and light commercial vehicles. The regulation establishes specific emission reference targets for manufacturers entering the market between 2021 and 2024, including those formed by mergers or producing zero-emission vehicles. It mandates Member States to record detailed vehicle data, such as fuel consumption and road load coefficients, using the Worldwide Harmonised Light Vehicle Test Procedure (WLTP) while allowing an overlap with New European Driving Cycle (NEDC) data until 28 February 2021. The regulation enters into force on the twentieth day following its publication in the Official Journal of the European Union.
