(Text with EEA relevance)

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2019/631 of the European Parliament and of the Council of 17 April 2019 setting CO 2 emission performance standards for new passenger cars and for new light commercial vehicles, and repealing Regulations (EC) No 443/2009 and (EU) No 510/2011 ( 1 ) , and in particular Article 14(2) thereof,

Whereas:

(1)

The M 0 value for the years 2022, 2023 and 2024 referred to in Article 14(1), point (a) should be established on the basis of the average mass in running order of all new passenger cars registered in the Union in 2017, 2018 and 2019.

(2)

Based on the values specified in Commission Implementing Decisions (EU) 2019/582 ( 2 ) , (EU) 2020/1035 ( 3 ) and (EU) 2021/973 ( 4 ) , weighted according to the number of new registrations in each of those years, the average mass in running order of new passenger cars registered in the calendar years 2017, 2018 and 2019 was 1 398,50 kg.

(3)

The specific emission targets for manufacturers of new passenger cars should therefore, for the calendar years 2022, 2023 and 2024, be calculated in accordance with the formula set out in Part A, point 4 of Annex I to Regulation (EU) 2019/631, using as M 0 the value 1 398,50.

(4)

Regulation (EU) 2019/631 should therefore be amended accordingly,

HAS ADOPTED THIS REGULATION:

Article 1

In Part A, point 4 of Annex I to Regulation (EU) 2019/631, the entry M 0 is replaced by the following:

Article 2

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union .
