The European Commission establishes procedures for verifying that CO2 emissions and fuel consumption values of in-service passenger cars and light commercial vehicles match those recorded in certificates of conformity. Granting type-approval authorities must annually select verification families and conduct tests using chassis dynamometers, road-load tests, or dedicated methods to detect artificial performance strategies. Manufacturers registering fewer than 1,000 new vehicles are exempt from these requirements, while others must provide necessary documentation and pay proportionate fees to cover verification costs.
