Commission Delegated Regulation (EU) 2025/371 amending Regulation (EU) 2019/631 regarding TM0 values for new passenger cars and light commercial vehicles

The European Commission amends Regulation (EU) 2019/631 to set the TM0 values for calculating specific CO2 emission targets for new passenger cars and light commercial vehicles. For the years 2025 and 2026, the TM0 value is fixed at 1,650.15 kg for new passenger cars and 2,161.13 kg for new light commercial vehicles, based on average test masses from registrations in 2022 and 2023. These values replace previous entries in Annex I of Regulation (EU) 2019/631. The regulation enters into force on the twentieth day following its publication and applies from 1 January 2025.

amending Regulation (EU) 2019/631 of the European Parliament and of the Council as regards the adjustment of the TM 0 values for new passenger cars and new light commercial vehicles

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2019/631 of the European Parliament and of the Council of 17 April 2019 setting CO 2 emission performance standards for new passenger cars and for new light commercial vehicles, and repealing Regulations (EC) No 443/2009 and (EU) No 510/2011 ( 1 ) , and in particular Article 14(2) thereof,

Whereas:

In accordance with Regulation (EU) 2019/631, as of 2025, the average test masses of all new passenger cars and new light commercial vehicles (‘the TM 0 values’) are to be used for the purpose of calculating the specific emissions targets for each manufacturer of new passenger cars and each manufacturer of new light commercial vehicles. The TM 0 values to be used for the calculation are to be regularly adjusted to the respective average test masses of all new registered passenger cars and new registered light commercial vehicles.

The TM 0 values applying for the years 2025 and 2026 are to be calculated as the respective average test mass of all new passenger cars and all new light commercial vehicles registered in the calendar years 2022 and 2023. Based on the monitoring data collected by the Commission in accordance with Article 7 of Regulation (EU) 2019/631, the average test mass of all new passenger cars registered in the calendar years 2022 and 2023 was 1 650,15 kg, and the average test mass of all new light commercial vehicles registered in the calendar years 2022 and 2023 was 2 161,13 kg. The TM 0 values applying for the years 2025 and 2026, referred to in Part A, point 6.2.1, and Part B, point 6.2.1, of Annex I to Regulation (EU) 2019/631, should therefore be equal to those values.

Regulation (EU) 2019/631 should therefore be amended accordingly,

HAS ADOPTED THIS REGULATION:

Article 1

Annex I to Regulation (EU) 2019/631 is amended as follows:

(1)

in Part A, point 6.2.1, the entry TM 0 is replaced by the following:

‘TM 0 is 1 650,15 kg in 2025 and 2026 and the value in kilograms (kg) determined in accordance with Article 14(1), point (d), in the other calendar years.’;

(2)

in Part B, point 6.2.1, the entry TM 0 is replaced by the following:

‘TM 0 is 2 161,13 kg in 2025 and 2026 and the value in kilograms (kg) determined in accordance with Article 14(1), point (d), in the other calendar years.’.

Article 2

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union .

It shall apply from 1 January 2025.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
