Commission Implementing Regulation (EU) 2023/2767 establishing a procedure for the approval and certification of innovative technologies for reducing CO2 emissions from passenger cars and light commercial vehicles

The European Commission adopted Implementing Regulation (EU) 2023/2767 to merge and replace previous regulations, establishing a unified procedure for approving innovative CO2-reducing technologies for passenger cars and light commercial vehicles. The regulation mandates that applicants submit detailed methodologies or simplified evaluation methods to an independent certified body, with the Commission issuing approval decisions within nine months. It sets a minimum threshold of 0.5 g/km for certified savings to be counted toward fleet averages and requires manufacturers to account for interactions between multiple eco-innovations. The regulation entered into force on 3 January 2024 and repeals Implementing Regulations (EU) No 725/2011 and (EU) No 427/2014.
