The National Bank of Belgium modifies Scheme A, Book I reporting templates to align with the ECB Regulation (EU) No 1071/2013 and the transition from ESA 95 to ESA 2010 national accounting standards. Credit institutions must update column definitions, remove obsolete annexes in favor of dynamic sector classifications, and report new instruments such as available margins on confirmed credit lines and intragroup positions. These changes apply to reporting for the reference date of December 31, 2014.

Summary/Objectives This circular introduces the new ECB statistical regulation (EU) No 1071/2013 of 24 September 2013 concerning the balance sheet of the monetary financial institutions sector (recast) (ECB/2013/33). Madam, Sir, Introduction The implementation from January 2015 of ECB Regulation (EU) No 1071/2013 of 24 September 2013 concerning the balance sheet of the monetary financial institutions sector (recast) (ECB/2013/33) requires the modification of the supplementary description tables of Scheme A, Book I to enable the National Bank of Belgium to fulfill its statistical obligations vis-à-vis the ECB. These changes will enter into force for reporting as of 31 December 2014. I. Transition from ESA 95 to ESA 2010 The main modifications to the supplementary description tables of Scheme A result from the new national accounting reference applicable for the sectoral breakdown of counterparties, namely ESA 2010 replacing ESA 95. Overall, the following modifications are noted:
Circular – Page 2/4 NBB_2014_07 – 20 May 2014 In particular, the following columns disappear (old ESA 95 nomenclature): • XX060: Other financial intermediaries (S.123) • XX065: Financial auxiliaries (S.124) • XX070: Insurance corporations and pension funds (S.125) And the following columns are added (new ESA 2010 nomenclature): • XX050: Deposit-taking institutions other than credit institutions (S.123) • XX051: Of which Electronic Money Institutions (EMIs) • XX062: Non-monetary investment funds (S.124) • XX063: Other financial intermediaries, excluding insurance corporations and pension funds (S.125) • XX067: Financial auxiliaries (S.126) • XX068: Financial captive institutions and non-institutional lenders (S.127) • XX071: Insurance corporations (S.128) • XX072: Pension funds (S.129) 2. Some column numbering is modified, to avoid any confusion following in particular changes in definitions: • tables 02.11, 02.12, 02.13, 02.22, 03.41 and 03.49: columns XX075 are renumbered XX076 due to a change in the definition of the non-financial corporations sector (S.11) • tables 02.11, 02.12, 02.13 and 02.22: columns XX109 are renumbered XX119 due to the addition of sub-sector XX050 • tables 03.41 and 03.49: columns XX129 are renumbered XX139 due to the addition of sub-sector XX050 3. Some column labels are adapted to better respect ESA 2010 labels or those of the new ECB Regulation ECB/2013/33 • tables 01.11, 01.21, 03.41 and 03.49: “Credit institutions subject to the monetary reserve obligations of the ESCB” is replaced by “Credit institutions subject to the requirement to hold minimum reserves” • tables 01.11, 01.21, 03.41 and 03.49: “Other credit institutions” is replaced by “Credit institutions not subject to the requirement to hold minimum reserves” • tables 02.11, 02.12, 02.13, 02.22, 03.41 and 03.49: “Money market funds” is replaced by “Monetary investment funds” • tables 02.11, 02.12, 02.13, 02.22, 03.41 and 03.49: “Non-financial enterprises” is replaced by “Non-financial corporations” • tables 02.11, 02.12, 02.13, 02.22, 03.41 and 03.49: “Shell companies (Financial Vehicle Corporations)” is replaced by “Securitisation vehicles (Financial Vehicle Corporations)”. Tables 43.03, 43.33 and 43.80 have also been adapted to take into account the new sectorization and thus ensure overall coherence within Scheme A. Finally, the text of Chapter I, section 2, § 7 (Breakdown by institutional sectors) has been modified to take into account the transition to ESA 2010. The new text is a dynamic reference to ESA 2010 and no longer a fixed text that would need to be adapted in case of modification of the reference legal document.
NBB_2014_07 – 20 May 2014 Circular – Page 3/4 This modification also leads to the removal of the following annexes: • ANNEX 1 to Chapter I of the regulation concerning periodic information relating to the financial situation of credit institutions, to be communicated to the National Bank of Belgium and the Banking and Financial Commission: Excerpt from EUROSTAT, European System of Accounts, OPERATIONS ON PRODUCTS. • ANNEX II to Chapter I of the periodic information scheme to be communicated by credit institutions: Definition of Belgian institutional sectors. These annexes will be replaced by lists of sectoral classifications of domestic units1 which will be transmitted to credit institutions to introduce a dynamic and not fixed reference, as was the case with the aforementioned Annexes. II. New instruments Beyond the modifications linked to the introduction of ESA 2010, the collection of a limited number of new instruments will also be noted, namely:
