Comunicado No. 021 Ininitiation of Voluntary Liquidation and Payment to Savers of CIBanco, S.A., Multiple Banking Institution

The National Banking and Securities Commission (CNBV) revoked CIBanco's authorization to operate as a multiple banking institution following a voluntary request by its shareholders, and the Bank Savings Protection Institute (IPAB) assumed the role of liquidator on October 10, 2025. The IPAB has begun paying guaranteed obligations to 32,656 savers up to a limit of 400,000 Investment Units (UDIS), equivalent to $3,424,262.40 MXN, funded by the Bank Savings Protection Fund without using public resources. The CNBV confirmed that CIBanco's liquidation poses no risk to the Mexican financial system, which maintains capitalization and solvency levels above regulatory minimums.

Mexico City, October 13, 2025 Press Release No.: 21 Initiation of Voluntary Liquidation and Payment to Savers of CIBanco, S.A., Multiple Banking Institution

• The National Banking and Securities Commission (CNBV) informs that the General Shareholders' Assembly of CIBanco, S.A., Multiple Banking Institution (CIBanco), decided to file a request for revocation of the authorization to operate as a multiple banking institution. • As a result of this action, the Governing Board of the CNBV positively resolved the request for revocation of the authorization to operate as a multiple banking institution. • Starting from October 10, 2025, the Bank Savings Protection Institute (IPAB) assumed the role of liquidator of CIBanco and has begun payment to savers of deposits and other operations considered as guaranteed obligations subject to the coverage of the bank deposit insurance. • The CNBV published this October 13, 2025, in the Official Gazette of the Federation (DOF) afternoon edition, the Office of Revocation of Authorization to organize and operate as a Multiple Banking Institution for CIBanco, S.A., Multiple Banking Institution, by the Governing Board of the National Banking and Securities Commission (CNBV). • The payment of guaranteed obligations is made up to the limit of coverage equivalent to 400,000 Investment Units (UDIS), without recourse to public resources and charged to the Bank Savings Protection Fund, which is integrated by the quotas that multiple banking institutions are obligated to pay to the IPAB. • The assets of CIBanco have decreased and represent 0.44% of the total assets of the banking system, so its liquidation does not imply a risk for the rest of the country's financial system. The banking system in Mexico continues with sufficient capitalization and solvency levels that give security to the savings of Mexican depositors.

Today, October 13, 2025, the National Banking and Securities Commission (CNBV) published in the Official Gazette of the Federation (DOF) afternoon edition, the Office of Revocation of Authorization to organize and operate as a Multiple Banking Institution for CIBanco, S.A., Multiple Banking Institution. This decision was taken in response to the request presented by the General Shareholders' Assembly of CIBanco on October 8, 2025, who voluntarily requested the revocation of said authorization.

In compliance with the procedures established in current regulations, and as a result of the agreement reached, on October 9, 2025, the Governing Board of the CNBV lifted the intervention of CIBanco and approved the revocation of its authorization. It is important to mention that the decision taken by the General Assembly is due to what its shareholders considered the best option to safeguard the interests of its clients and the financial entity.

According to the legal framework, starting from October 10, 2025, the IPAB assumed the function of liquidator of CIBanco and, with prior agreement of its Governing Board, has initiated the payment of operations considered as guaranteed obligations up to the established limit of 400,000 UDIS per person and per bank. This amount, as of October 10, 2025, corresponds to a maximum covered amount of $3,424,262.40 pesos (three million four hundred twenty-four thousand two hundred sixty-two pesos 40/100 M.N.), in accordance with what is provided in the Bank Savings Protection Law (LPAB) and the Credit Institutions Law.

On the other hand, the payment of deposit insurance is made charged to the Bank Savings Protection Fund, which is integrated with the quotas that multiple banking institutions contribute monthly, so no public resources will be disbursed for the payment of guaranteed obligations.

It is important to highlight that the mission of the IPAB is to safeguard bank deposits of small and medium savers, so deposits in favor of shareholders, members of the board of directors, and officials of the first two hierarchical levels of CIBanco are not guaranteed; nor are operations in favor of persons acting as general agents with administrative powers or their general managers, as well as the other exclusions of the guarantee granted by the IPAB indicated in the LPAB. Nevertheless, these persons retain their rights before CIBanco in the liquidation process.

According to current legislation, the following operations are considered as guaranteed obligations: • Demand deposits, such as checking accounts and deposits in current accounts associated with debit cards. • Deposits in savings accounts, including time deposits withdrawable with prior notice (such as certificates of deposit) or on predetermined days. • Loans and credits that credit institutions have accepted (promissory notes).

According to preliminary figures available to date, and excluding cases of exclusion of the guarantee granted by the IPAB, established in the LPAB, a payment will be made to 32,656 savers considering that 99.4% of these people are fully protected by the entirety of their savings.

It should be noted that the limit of deposit insurance in Mexico is among the highest worldwide and allows covering the balance of 99.7% of bank deposit accounts that exist in the country.

The payment to persons holding operations that constitute guaranteed obligations, in accordance with the LPAB, is made through an electronic transfer to a bank account of the guaranteed holder themselves that they maintain in any Multiple Banking Institution in operation.

For the convenience of the public savers of CIBanco, the IPAB developed a fast, simple, and secure process through an information platform that it made available to them so they can register and follow up on the payment of their guaranteed deposits, for which they must follow the following steps:

  1. Start their registration in the IPAB Payments Portal, available on the website www.gob.mx/ipab.
  2. Complete the form with the required information with their data, as shown in their last statement from CIBanco.
  3. Provide a CLABE account from any multiple banking institution to receive their guaranteed deposits via electronic transfer.

Bank deposit insurance is granted automatically and free of charge. The public is reminded that the IPAB does not have agents, delegations, or branches to carry out negotiations, procedures, or services of any kind.

It is worth highlighting that this event does not represent a risk for the stability of the banking system, since it maintains levels above the regulatory minimums.
