The Department of the Treasury’s Office of Foreign Assets Control published General License 76A to clarify that General License 76 applies to the Public Joint Stock Company Saint Petersburg Exchange. This license authorizes the wind down of transactions involving specific blocked entities, including Sistema Public Joint Stock Financial Corporation and Arctic LNG 2, through January 31, 2024. General License 76A explicitly supersedes and replaces General License 76 in its entirety while maintaining prohibitions on transactions involving the Central Bank of Russia and other restricted persons.
