Dear Sir,

Regarding the provision of note verification services by officials of scheduled banks to cattle traders at cattle markets to prevent counterfeit notes during the sacrifice of animals.

In view of the upcoming holy Eid-ul-Adha, 2022, to prevent the circulation of counterfeit notes and related illicit activities at all approved cattle markets (up to Upazila level) across Bangladesh, you are hereby directed to take necessary measures by establishing counterfeit note detection booths as follows:

1. The list of responsible scheduled banks is attached herewith to provide free note verification services to cattle traders continuously from the beginning until the night before Eid, with the assistance of counterfeit note detection machines at cattle markets approved by Dhaka North City Corporation and Dhaka South City Corporation. The names, designations, and mobile numbers of the designated officials for providing services at these markets, along with the name, designation, and mobile number of one suitable official nominated as the coordinator of your bank, must be sent to mahmudul.karim@bb.org.bd and rafat.fatema@bb.org.bd by 04/09/2022. It is noted that the coordinator of your bank will monitor the duties of the officials performing duties at the relevant market.

2. In districts where Bangladesh Bank offices exist outside Dhaka, similar arrangements taken under the leadership of the relevant Bangladesh Bank office at cattle markets approved by the relevant City Corporation/Municipality are necessary. You must direct your regional offices/main branches to provide necessary assistance for this purpose;

3. For cattle markets approved by City Corporations, Municipalities, and Thana/Upazila in districts without Bangladesh Bank offices, Sonali Bank Ltd. has been assigned the responsibility of distributing related duties among various banks. You must direct the district and Upazila level branches of your bank to provide note verification services at these cattle markets in accordance with the duties assigned by Sonali Bank Ltd. branches;

4. Ensure the provision of cash counting facilities using note counting machines at the booths established at the markets;

5. For the convenience and cooperation of the booth establishment program (if necessary), contact may be established with the relevant City Corporation authorities, District Municipality authorities, and Upazila Executive Officer/relevant Municipality authorities; and for overall security (if necessary), contact may be established with the relevant Police, BGB, RAB, and Ansar authorities;

6. If any counterfeit note is detected during note verification at the booth, necessary measures must be taken in accordance with the directions mentioned in Circular No. Counterfeit Note 101(Policy)/2007-119 dated 04.09.2007 of this department;

7. A banner/notice mentioning the bank's name and "Counterfeit Note Detection Booth" must be displayed at the booth;

8. The video clip containing the security features of banknotes previously supplied to banks must be displayed on the TVs installed for customers at your branches until before Eid, monitoring throughout the bank;

9. Necessary financial facilities may be provided to the officials/employees performing duties as required by your bank for performing these related duties;

10. Within the next 15 (fifteen) working days after the conclusion of the holy Eid-ul-Adha, a report prepared on the matters implemented by you under the above directions must be mandatorily sent to this department; and

11. The officials/employees engaged in note verification services at the counterfeit note detection booths must strictly follow appropriate health guidelines, which must be ensured by the relevant scheduled bank.
