Scheduled banks operating in Bangladesh are required to provide free note verification and counting services to cattle traders and buyers at authorized Qurbani haats during Eid-ul-Adha 2024 to prevent the circulation of counterfeit notes. Banks must deploy experienced officials with note detection machines at designated haats in Dhaka North and South City Corporations, and their regional offices or main branches must assist Bangladesh Bank offices in other districts. For districts without Bangladesh Bank offices, Sonali Bank PLC's main branches will allocate responsibilities to other banks' district/upazila branches. Banks must follow procedures for handling counterfeit notes as outlined in a 2007 circular and submit a compliance report within 15 working days after Eid-ul-Adha.

Dear Sir,
Regarding the provision of note verification and counting services by officials of scheduled banks to cattle traders in the Qurbani haats established on the occasion of Holy Eid-ul-Adha, 2024, for the prevention of fake notes.
In order to prevent the activities of counterfeit note circulation rings in the authorized Qurbani haats (up to Upazila Sadar) across Bangladesh on the occasion of the upcoming Holy Eid-ul-Adha, 2024, it is advised to take necessary actions by establishing fake note detection booths—
A list of scheduled banks responsible for providing free note verification services to cattle traders and buyers with the help of fake note detection machines by experienced officials, continuously from the start of the haat until the night before Eid, in the Qurbani haats approved by Dhaka North City Corporation and Dhaka South City Corporation, is attached herewith. To provide services in these haats, the names, designations, and mobile numbers of the nominated officials, along with the name, designation, and mobile number of a suitable official nominated as your bank's coordinator, must be sent to ashraf.alam8940@bb.org.bd and zuyena.rowniz@bb.org.bd by 12/06/2024. It is to be noted that your bank's coordinating official will monitor the activities of the officials on duty at the respective haats;
In districts outside Dhaka where Bangladesh Bank offices are located, your respective regional offices/main branches must be instructed to provide necessary assistance in similar arrangements made under the leadership of the concerned Bangladesh Bank office in the Qurbani haats approved by the respective City Corporations/Municipalities;
In districts where Bangladesh Bank offices are not located, Sonali Bank PLC's main branches have been assigned the responsibility for distributing duties among various banks for the authorized Qurbani haats of City Corporations, Municipalities, and Thana/Upazilas. Your bank's district/upazila level branches must be given necessary instructions to provide note verification services in the Qurbani haats as per the duties distributed by Sonali Bank PLC's main branches;
Cash counting facilities must be provided at the booths established in the haats with the help of note counting machines;
For the convenience and cooperation of booth establishment activities, contact may be made with the concerned City Corporation authorities, District Municipality authorities, and Upazila Executive Officer/concerned Municipality authorities, and for overall security (if necessary), with the concerned Police, BGB, RAB, and Ansar authorities;
If any counterfeit note is detected during note verification at the booth, necessary action must be taken as per the instructions described in Circular No. – Counterfeit Note 401(Policy)/2007-191 dated 04/07/2007 of this department (then DCMPS);
Banners/notices displaying the bank's name along with “Fake Note Detection Booth” must be displayed at the booth;
The previously provided video on bank note security features must be displayed on TV monitors installed for customers in your bank's branches during entire banking hours on every working day until Eid;

Dear Sir,
## Regarding the actions to be taken by banks in the event of receiving counterfeit notes.
It has been alleged that when a customer presents a counterfeit note at the counter during transactions in scheduled banks, officials tear the counterfeit note and return it to the customer, which is not in accordance with the rules. Clear instructions regarding the actions to be taken by banks in the event of receiving counterfeit notes are provided in Section 52 of Treasury Rules, Part-III, Chapter-IV, which are as follows:
> "(1) In the event of a forged note being presented, the note and the presenter should be made over to the police, if the Bank considers it advisable to do so. If, however, the Bank office is convinced that the presenter has presented the forged note in good faith, believing it to be genuine, he should impound the note, take his name, his father's name, local and permanent address and his full signature with date or left hand thumb impression if he is illiterate on the back of forged note, and his statement regarding the person from whom he received the note. The forged note and the presenter's statement should be sent to the police for further enquiry. After the enquiry has been completed, the police will forward the forged note to the Currency Office along with a report.
> Note - When a forged note is impounded, it should be stamped with the word 'Forged' or the word 'Forged' should be written on it in red ink in large letters before it is sent to the police for enquiry.
> (2) Notes disfigured by oil or other substances should be scrutinised with special care, as forged notes are sometimes intentionally thus disfigured to render detection difficult.
> (3) The managers of all banks have instructions to send forged notes presented to them to the police who will send them to Currency Officer for necessary action.
> (4) The Bangladesh Bank has authorised Currency Officer in Dhaka and designated officers in its other branches to impound forged notes."
In this situation, you are advised to take appropriate action as per the instructions provided in the above section after receiving counterfeit notes at bank branches.
