Dear Sir,

Regarding the provision of note verification services by officials of scheduled banks to cattle traders at cattle markets for the prevention of fake notes during the sacrifice of animals.

In view of the upcoming holy Eid-ul-Azha, it is necessary to take measures to establish counterfeit note detection booths at all approved cattle markets (up to Upazila headquarters) across Bangladesh to curb the misdeeds of the counterfeit note circulation network. You are hereby instructed as follows:

1. Provide continuous note verification services to cattle traders free of charge by experienced cash officers using counterfeit note detection machines, from the start of the market until the eve of Eid;
2. Establish contact with the concerned City Corporation authorities, District Municipality authorities, and Upazila Executive Officers/Concerned Municipality authorities for the convenience of booth establishment and necessary cooperation;
3. Establish contact with the concerned Police, RAB, and Ansar authorities for overall security;
4. In the event that any counterfeit note is detected during note verification at the booth, take necessary measures in accordance with Circular No. Fake Note/810(Policy)/2009-191 dated 04.09.2007 of this department;
5. Display banners/notices mentioning the bank's name along with "Counterfeit Note Detection Booth";
6. A list of branches responsible for cattle markets approved by Dhaka North and South City Corporations is attached herewith. The names, designations, and mobile numbers of the officials responsible for these markets, along with the name, designation, and mobile number of a suitable coordinator from your bank, must be sent to mahmudul.karim@bb.org.bd by 16/08/2018. The mentioned coordinator will monitor the activities of the officials performing duties at the market;
7. Direct your regional offices/head branches to provide necessary assistance in adopting similar measures under the leadership of the local Bangladesh Bank office at cattle markets approved by the concerned City Corporation/Municipality in districts where Bangladesh Bank offices exist outside Dhaka;
8. For districts without a Bangladesh Bank office, Sonali Bank Ltd. has been assigned the responsibility of distributing duties among various banks for note verification services at cattle markets approved by City Corporations, Municipalities, and Thana/Upazila authorities. Issue necessary instructions to the district and upazila level branches of your bank to provide note verification services at cattle markets according to the duties distributed by Sonali Bank Ltd.;
9. Display video clips containing features of genuine bank notes, which were previously supplied through this department's reference No. DCM(FN): 10(Meeting)/2018-1066-1123 dated 02/08/2018, on TV monitors installed for customers at your bank branches for sufficient time before Eid within 3 working days;
10. Provide necessary financial facilities to the officials performing duties in accordance with the applicable rules of your bank for performing these duties; and
11. Submit a report of the matters complied with under these instructions to this department within 10 (ten) working days after the conclusion of the holy Eid-ul-Azha.

This matter is of public interest and highly urgent.
