DCM Circular No. 05: Providing note detecting services by the officials of scheduled banks to the cattle traders in Qurbani haat for prevention of fake notes

Dear Sir,

Regarding the provision of note verification services by the officials of scheduled banks to cattle traders at Qurbani haat (cattle markets) to prevent counterfeit notes.

In order to prevent the miscreants from circulating counterfeit notes at all approved Qurbani cattle markets (up to Upazila headquarters) across Bangladesh on the occasion of the upcoming holy Eid-ul-Azha, you are hereby directed to take necessary measures by establishing counterfeit note detection booths as follows:

1. A list of responsible scheduled banks at the cattle markets approved by Dhaka North City Corporation (Dhaka North City Corporation) and Dhaka South City Corporation (Dhaka South City Corporation) is attached herewith, for the experienced cash officers to provide note verification services to cattle traders free of charge without interruption from the day the market opens until the eve of Eid, with the help of counterfeit note detection machines. In this regard, the name, designation, and mobile number of a suitable coordinating officer of your bank, along with the names, designations, and mobile numbers of the nominated officers for service provision at these markets, are to be sent to the email address sdfsdf.sdfs@bnb.gov.bd by 06/08/2019. It is mentioned that the coordinating officer of your bank will monitor the work of the officers performing duties at the respective markets.

2. Instructions are given to your Regional Offices/Head Branches to provide necessary assistance for taking similar measures under the leadership of the local Bangladesh Bank office at the cattle markets approved by the respective City Corporation/Municipality in districts outside Dhaka where Bangladesh Bank offices exist;

3. Responsibility for the distribution of duties among various banks at the cattle markets approved by the City Corporation, Municipality, and Thana/Upazila in districts where there is no Bangladesh Bank office has been assigned to Sonali Bank Ltd. Accordingly, you are to provide necessary instructions to the district and upazila level branches of your bank so that they provide note verification services at the cattle markets according to the responsibilities distributed by Sonali Bank Ltd;

4. Establish contact with the respective City Corporation, District Municipality, and Upazila Nirbahi Officer for the convenience of booth establishment work and necessary cooperation, and establish contact with the respective Police, RAB, and Ansar authorities for security;

5. In the event that any counterfeit note is detected during note verification at the booth, necessary measures are to be taken according to the instructions issued in Circular No.- Counterfeit Note: 01(Policy)/2007-191 dated 04.07.2007 of this department;

6. Display the name of the bank and a banner/notice mentioning "Counterfeit Note Detection Booth" at the booth, and display a poster containing the security features of 100, 500, and 1000 banknotes featuring the portrait of the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman;

7. Display video clips containing the security features of banknotes, which were previously supplied through this department's letter ref. DCM(FN): 10(Meeting)/2018-1066-1123 dated 02/03/2018, on the TV monitors installed for customers at your bank branches for 5 (five) working days before Eid (if TV monitors are not installed, install them) throughout banking hours;

8. Provide necessary financial facilities and amenities to the officers/officers performing duties for performing these duties according to the applicable rules of your bank; and

9. Mandatory submission of a report on the implementation of the above instructions to this department within 10 (ten) working days after the completion of the holy Eid-ul-Azha.
